On this day, the Seoul Metropolitan Police Agency held a Deliberation Committee on Disclosure of Personal Information (deliberation committee) and decided to disclose the personal information of the suspect Kim, who was arrested for murder. The police said, “It was considered a matter of intensive public interest, such as causing social unrest with a cruel crime and receiving a national petition related to personal information disclosure.
The members of the deliberation committee, consisting of three internal police officers and four external experts, decided to disclose Kim’s personal information after 40 minutes of discussion. The deliberation committee said, “We planned the crime carefully, such as preparing the goods necessary for the crime in advance,” and explained that it resulted in a serious result of killing all three victims in sequence. In the decision to disclose the personal information, it was also considered that sufficient evidence was secured through the poet Kim’s crime and digital forensics.

Kim, the suspect in the so-called’Nowon three mothers and daughters murder’ case, is being arrested on the charges of finding an apartment in Junggye-dong, Nowon-gu, where the three mothers and daughters who died on the 23rd of last month and stabbing them one after another with a weapon. On the 25th of last month, after receiving a report from an acquaintance of the victim saying, “I couldn’t contact my friend two days ago,” the police came to the scene and found Kim, who was injured and collapsed from self-harm with three mothers and daughters who died at the crime scene. Kim, who was transferred to the hospital, treated, and discharged from the hospital, is reported to have stated that in the previous two police investigations, when her eldest daughter, whom she learned through online games, refused to meet her without receiving contact with her, she was resentful and committed the crime. On the 4th, the court issued an arrest warrant for Mr. Kim, saying, “There is a concern about fleeing and destroying evidence.” After completing the warrant examination, Kim’s public defender said, “I also admit to the murder charge.”
After the Kang Ho-soon serial murder case (2009), the police have been disclosing the identity of the violent criminal based on’Article 8-2′ (disclosure of the suspect’s face, etc.), newly established in the Special Cases Act on the Punishment of Specific Violent Crimes in April 2010.
