On the 31st, President Moon Jae-in appointed former Minister of Science and Technology Information and Communication Yoo Young-min as the head of the new presidential secretary, and Shin Hyun-soo as the former head of the National Intelligence Service’s Planning and Coordination Office, respectively. After two years of inauguration, Secretary Roh Young-min stepped down and the Moon Jae-in administration’s ‘3rd Blue House’ was launched. However, Kim Sang-jo’s appreciation was rejected.

Yoo Young-min, the new secretary chief, is a rare figure from a large corporation among key passport personnel. In 1979, he joined LG Electronics (at the time, Goldstar) as a regular employee and became an information officer (CIO, Chief Information Officer). Afterwards, he served as the president of Korea Software Promotion Agency and general president of information and communication technology of POSCO. He was appointed Minister of Science, Technology and Communication as the first Minister of Science, Technology and Communication in the Moon Jae-in government and worked for two years and two months. In the 21st general election, he ran for Haeundae Gap in Busan, but failed.

He introduced him as the best person to command. Shin Hyun-soo, the new chief civil servant, is the first former prosecutor of the current government. After passing the judicial examination (26 times), he served as a researcher at the Supreme Prosecutors’ Office and head of the Information and Communication Department. Since 2004, Moo-Hyun Roh has worked as an appraisal secretary at the Blue House. When he worked as a secretary, President Moon was the chief civil society chief and the chief civil servant.

After leaving the Blue House, he worked as a lawyer at Kim & Chang Law Firm for 12 years from 2005. In 2017, he served as the head of the legal aid team at the presidential election camp of President Moon, and in the current government, he was the head of the planning and coordination department of the National Intelligence Service. Whenever the Cheong Wa Dae and the Cabinet reorganization, the position he was eventually assigned to as a candidate for Min Jeong, the Minister of Justice, and the head of the National Intelligence Service was at the end of his term of office to manage various risks.
Chief Roh introduced Chief Shin as “a person who has a sense of balance, a gentle personality, a reform mindset and momentum based on his rich legal career, to complete the reform of power institutions and convey the public’s public sentiment to the President without addition or subtraction.”

Chief Kim was criticized for failing to rectify the conflict as Justice Minister Choo Mi-ae and Prosecutor General Yoon Seok-yeol as chief executive officer. Inside the Blue House, there were complaints that the burden on President Moon was increased due to the misjudgment of senior Kim before the decision of the Seoul Administrative Court.

President Moon repaired it a day after Chief Roh and Chief Kim expressed their appreciation and announced a new Chief Secretary and Chief Min Jeong. In a situation where the approval rating declines due to the conflict between Minister Chu and President Yoon, it is interpreted as the will to prepare the driving force for government administration by accelerating human renewal. President Moon said, but Kim Sang-jo, who expressed his gratitude the day before along with Chief Roh and Chief Kim, rejected his gratitude. In this regard, President Moon said that in the morning of the day, “there are many pending issues such as the third disaster support payment and corona prevention, so it is not time to change the head of the policy office.” Chief Roh also submitted a resignation with the chiefs in August when the Blue House staff’s multi-household was controversial. However, Chief Roh’s resignation was rejected, and it was finally repaired in four months. So, it is observed from the Blue House that “Director Kim’s appreciation will be repaired as soon as possible after the Lunar New Year holiday, when the third disaster support fund is paid.”

Economic chief Lee Ho-seung and others were mentioned as the next policy director, but as the time to change the policy director is delayed, it is expected to affect the selection of successors. Early next month, it was expected that there would be a reshuffle to replace Deputy Prime Minister Hong Nam-ki and Minister of Strategy and Finance.
