Chairman Kim Jong-un said in a business report conducted during the 8th Party Congress that it is not an exaggeration to say that inter-Korean relations have returned to the period before the Panmunjom Declaration.

He argued that the prospect of inter-Korean relations is uncertain as military hostilities and turmoil against North Korea continue in South Korea.

Chairman Kim said that there is no need to show goodwill unilaterally to the South Korean authorities as before, and that he must deal with North Korea as much as he responds to demands.

However, depending on the attitude of the South Korean authorities, there is still room for inter-Korean relations to return to a new starting point in the near future.

Regarding the inauguration of the Biden government, Chairman Kim pointed out that no matter who takes power in the United States, the reality of the United States and the true intentions of North Korea policy remain unchanged.

He said that he will continue to deal with the United States on the principle of Kang Dae-gang and the first president.

Chairman Kim said that the research project to complete the multi-tank head guidance technology is in the final stage, and that the research on the design of a new nuclear submarine has been completed and is in the final examination stage.

Also, as a responsible nuclear power, North Korea said it would not preemptively use nuclear weapons.
