If the progress report on the personnel hearing on Candidate Kim is adopted by the National Assembly, President Moon Jae-in is expected to appoint Candidate Kim as soon as possible. Even if the hearing report is not adopted on this day, contrary to the opposition party, the ruling party may enforce the adoption because the ruling party is the majority in the Legislative Judicial Council of the National Assembly.

According to the Personnel Hearing Act, the National Assembly must complete the personnel hearing procedure by the 23rd. If the progress report of the personnel hearing is not sent within this period, the President may request the National Assembly to resend the report within 10 days from the day following the deadline for sending the report.

Even if the National Assembly does not respond, a presidential appointment is possible. This is because the Minister of Public Service is not subject to the consent of the appointment, so after a hearing, the president can appoint it without the procedure of a plenary session of the National Assembly. As the government and the ruling party have been pursuing the establishment of airlift, the appointment process for candidate Kim is expected to be completed within this month.

If Candidate Kim is appointed as the chief of the airlift, it is expected that he will be the first to work on the appointment of deputy general managers, prosecutors, and investigators.
