Minister of Food, Agriculture, Forestry and Livestock Kim Hyun-soo said on the 16th that President Moon Jae-in’s agricultural management plan says “11 years of farming experience” and that “there is no connection in terms of’experience in the farmland’.”

Minister Kim came to the plenary meeting of the National Assembly Legislative Judicial Committee on that day and answered the question of Rep. Jeon Ju-hye, the People’s Strength, “Should we qualify after seeing if we farmed there in common sense?” He added, “I often talk about farming on the farmland listed in the management plan, but I do not see it directly related to farmland and farming experience.”

Minister Kim explained, “The farming experience assumes many cases, such as the case of farming the garden,” and said, “It is difficult to match the fact that we have farmland that we now own and that we have several years of farming experience.” He added, “(The farmland owned by the agricultural management plan) means’there are these kinds of farmland that (applicant) now owns’, and the farming experience is’experience of how long I have farmed’.”

Minister Kim said, “The most important thing in judging the agricultural management plan is whether you really come to (farming) or not,” and said, “If it is judged that you will come and start farming, the certificate of acquiring farmland will go out.” He added, “No one doubts that the President will not go there.”

Minister Kim also said about the transformation of farmland into land. “In case of returning to farmland or returning to village, many of them build houses by converting part of the farmland, and in that case, the conversion is conducted separately, so it is not a special issue. I think the screening was done properly,” he emphasized.

When a former lawmaker questioned that day, Kim Nam-guk, a Democratic Party lawmaker, pointed out that “it is not appropriate to bring this issue to the president with too much political attack.

In this regard, former lawmaker said, “I asked in the sense that more transparent management is needed as the Farmland Law becomes a matter of public interest.” “Isn’t it rather the ruling party accepting the intention of the inquiry too politically? I am very sorry,” he confronted.
