Jungin is dying… “Holt, child protection agencies and police all neglected” | SBS News

In relation to the’Jung-in-i case’, who died of abusive and assault by adoptive parents, a situation emerged that the adoption agency, specialized child protection agency, and the police neglected the situation after hearing only one-sided words from the adoptive parents.

According to the records of the Holt Children’s Welfare Association, an adoption agency that Yonhap News acquired through the Democratic Party’s office today (7th), it was revealed that all three institutions were reliant on clarifications of their adoptive parents, ignoring the abuse situation. .

In fact, if you look at Holt’s counseling records from the date of notification of adoption by Jung In-i (February 3, 2020) to his death (October 13, 2020), Holt’s side heard the news that a child abuse report was received and made a second home visit. On May 26 last year, there were already signs of child abuse.

Although there were hand-scratched scars and bruises all over the child’s body, Holt said, “I scratch my body a lot with atopy and psoriasis,” and “I start walking and fall often and hurt my body often.” I believed.

On the day of his home visit on July 2, in a situation where Jung In-i’s clavicle was incontinent and bruises everywhere, Holt’s side said, “The child tends to bump while sleeping on his face.” If possible, look for bumper beds, etc.”

Holt’s foster-parent counseling record states that the police, who received the first report and investigated, rather comforted their adoptive parents who had reported child abuse.

When Holt asked about the investigation with the police on a phone call with Wool on May 28, Yangmo said,’Three police officers visited the home to check their interactions with the child, and this is a common occurrence, so don’t be too hard. I went.’

After that, the police notified Holt’s decision to close the internal affairs on June 10, saying,’When raising children, I understand the parts that parents do not perceive bruises.

Child protection institutions were no different.

The day after visiting the daycare center on June 26, a person in charge of a child protection agency told Holt, “I heard that Jung-in had incontinence around her collarbone, but after talking with her adoptive wife, I decided that it was not an emergency.”

After a long time, when the nursery teachers saw that Jeong In-i, who had not been able to walk alone, and had lost about 1 kilogram of weight, the report from the pediatrics director who confirmed her condition was the last chance to save her.

As a result, the police and the investigation team of a specialized child protection agency conducted a visit investigation on September 23 to take measures to separate them, but in the end, they ended up receiving stomatitis treatment at the hospital where wool was frequently visited.

Twenty days later, Jeong In died.

The last time Jung In-i was brought to a hospital in Mok-dong, Yangcheon-gu, there was a big injury to her brain and abdomen.

The hospital official reported this to the police, and only then the police told Holt that’the adopted child is being hospitalized for abuse’.

Jeongin died around 6:40 pm on the same day.

Rep. Shin said, “It clearly showed the lack of expertise of institutions responding to the problem of child abuse. In the absence of professional judgment on the condition of Jung In-i, we only accepted the position of the parent, the perpetrator, and the basic principles of child protection measures were not observed. It was death.”
