Jeju Governor Won Hee-ryong declared on the 3rd that he would continue to promote the construction of Jeju 2nd Airport. This is a different decision from the result of the overall Jeju citizens’ opinion poll on the construction of the second airport, where opposition was high, and a fierce backlash is expected. On the afternoon of the 10th, Governor Won held a press conference on’Jeju Island’s position on the Jeju 2nd Airport Project’ and said, “We will continue to promote the construction of the 2nd airport.” Governor Won heard public opinion from the residents of Seongsan-eup, the second airport, as the grounds for the enforcement. In the Mbrain Public survey conducted by nine members of the Jeju Island Journalists Association at the request of the Dodo and Provincial Council, the opposition was 51.1%, outpacing public opinion in favor (43.8%). In the Gallup survey, 47% disagree and 44.1% agree. However, in the survey of Seongsan-eup residents (500 people), more than 60% of the respondents agreed, about twice as much as opposed. As a result of analyzing the results and consulting with a group of experts, the opinions of residents in Seongsan area are interpreted as a request to actively pursue the second airport.

Governor Won remarked on pointing out that opposition was predominant in the opinion polls of all Jeju residents, “Because of the results of the polls, it is rather irresponsible to make the decision to destroy all the processes that have been going on. The second airport promotion has been consistent since the inauguration of the provincial governor,” he said. “(The pros and cons of the airport construction) are running in parallel. That is why I said that I would complete the procedure, but it does not mean that I would hand over the responsibility to the polls to make a decision.” Local residents and civic groups who have been opposed to the construction of the second airport strongly protested. The’Jeju 2nd Airport Forced Block Emergency Citizens’ Conference, consisting of about 100 civil society organizations in Jeju Island, immediately issued a statement and said, “I had to cross a river that Governor Won should not cross. Governor Won demanded that “Governor Won, who disobeyed the opinions of the citizens confirmed through official procedures, should immediately resign.” The group said, “Dobaek (province governor), who should receive the public opinion of the citizens, conspired and implemented the project through the Ministry of Land, Infrastructure and Transport and Jamzami.
