The Ministry of Land, Infrastructure and Transport held a plenary meeting at 10:30 a.m. on the same day and, despite the opposition of the people’s power, forced the adoption of a personnel hearing progress report on candidate Byeon. The people’s strength was fiercely protesting around the chairman’s seat, saying, “We need more time to discuss,” but the ruling party, a majority seat of the standing committee, pushed for a vote. This is the third time since the unification minister Lee In-young and National Intelligence Service chief Park Ji-won in July that the 21st National Assembly adopted a progress report on personnel hearings without agreement between the parties.

The Ministry of Land, Infrastructure, and Transport held a hearing on the 23rd and a plenary meeting on the 24th to continue discussions, but failed to adopt the report and delayed the schedule to the 28th. On this day, the meeting started 30 minutes later than the scheduled time and tried to reach an agreement between the ruling and opposition secretaries until the last minute, but the disagreement could not be narrowed.

The ruling party is in a position that there is no problem with the appointment of Byeon. Democratic Party lawmaker Kang Joon-hyun said, “Candidate Byeon made a sincere apology for his misrepresentation in the past. He argued that if the hearing is not passed through suspicion, even though the apparent misconduct is not confirmed, many reformers could be frustrated in the future.” Rep. Cho Eung-cheon, a secretary to the ruling party of the National Territory Committee, said, “We discussed enough so that discussion was unnecessary. Even though the report could be adopted on the 24th, we held a meeting again today to continue the tradition of cooperation and win-win relations with the National Territory Commission.” “I have watched Byeon under a microscope, but there is a point that he was sold out. I don’t think he’s such a bad person.”

On the other hand, the opposition party strongly opposed it. Rep. Kim Eun-hye said, “I heard that I am leaving Minister Kim Hyun-mi at 5 o’clock today.” “Is there a case in the past that enforced (appointment) in a field where the discussion of the hearing report was not finished? Is the appointment of the president the law and the truth?”

Rep. Lee Heon-seung, an opposition secretary, said, “I cannot agree with candidate Byeon as he is the backbone who has actually led the current government’s real estate policy. He argued that the suspicions have only been amplified at the personnel hearings, such as excommunication at the end of the day, lack of gender sensitivity, lack of compliance spirit and suspicion of camouflage, biased code greetings, and work.” He said, “I urge the normalization of the personnel tragedy through the withdrawal of nominations, and make it clear that the people’s strength cannot participate if the report is enforced.”

Justice Party lawmaker Shim Sang-jeong, who expressed an ineligible opinion on candidate Byeon, said, “The remarks of Candidate Byeon, who go against the spirit of the times, were difficult to accept from the beginning. Still, it came in the sense that the hearing opportunity should be given,” he said. “Please include faithfully the content that presented the grounds for ineligibility. Byun’s low-level awareness of life and safety and his lack of sensitivity to labor rights are anachronistic and are far from the public sentiment.”

Chairman Jin Sun-mi said, “The opinions of lawmakers are sufficiently reflected in the personnel hearing progress report. The chairman’s opinion is that it would be nice if the report could be adopted by stating both opinions in detail,” he said. “If Secretary Lee Heon-seung is difficult to participate in this ballot, I will give you time.

Opposition party lawmakers protested around the chairman’s seat holding pickets that read’Byeon Chang-heum, a policeman blind to success’ and’Greetings is a disaster’. While the standing vote was in progress, they clenched their fists and shouted slogans of’revocation of the source’ and’withdrawal of nomination’. The hearing report was adopted as all 17 Democratic Party lawmakers (excluding the chairman) of 26 lawmakers Jae-suk stood in the midst of the fierce Goseong between the ruling and opposition lawmakers.
