As a result of analyzing the land prices purchased by LH employees and the officially announced land prices in the new city-incorporated area in Gwangmyeong City, the land prices of LH employees in Siheung City were much lower. In the case of Noonsa-dong, Gwangmyeong-si, as of the end of May last year when the publicly announced land price was announced (this year’s publicly announced land price has not yet been announced), it is around 1.5 million won per 3.3m2, and the publicly announced land price of 341 Mujinae-dong, Siheung-si by LH staff is 840,000 won per 3.3m2. 670-4, Guarim-dong, Siheung-si, the most expensive LH employee land (excluding buildings), costs about 1.1 million won per 3.3㎡.
In the case of 341 Mujinae-dong, Siheung-si, LH employees purchased it for 1.94 billion won, but it is a blind spot with very low land use because it is not connected to a road and there is no access road. A real estate expert who asked for anonymity said, “In the case of blind paper, it is literally useless land, so in most cases the transaction itself is not possible without development information such as’forced acceptance’.”
In some cases, the publicly announced land price has risen significantly after LH employees purchase land. In the case of 645-3, Gwarim-dong, Siheung-si, the only’building + land’ among the land they bought, the publicly announced land price per 3.3 square meters rose 29% from 3.08 million won in 2019 to 3.97 million won in 2020. During the same period, the nationally announced land price rose 5.95%, and in Gyeonggi Province, the average rose 5.48%.
On the other hand, the Ministry of Land, Infrastructure and Transport and LH announced on the 3rd that as a result of self-investigation of allegations of speculation by LH employees, it confirmed that 13 LH employees had acquired 12 parcels in the area, and that the employees were removed from their positions. As a result of the investigation, it was confirmed that 2 of the 10 parcels suggested by the Minbyun-Participation Solidarity were not owned by LH employees, but the facts of ownership of an additional 4 parcels were revealed.
The Ministry of Land, Infrastructure and Transport said, “It has been confirmed that these employees are not employees of the new candidate site-related department and Gwangmyeong Siheung Business Headquarters (since 2015), but we will check whether it is illegal through self-audit, etc.” ·We will respond strictly to accusations,” he said.
The Ministry of Land, Infrastructure and Transport plans to conduct a thorough survey of land transactions for employees and families of related departments of the Ministry of Land, Infrastructure and Transport, LH, and related public institutions for the entire 3rd new town, including Gwangmyeong Siheung, in cooperation with the Prime Minister’s Office. It was also decided to prepare an institutional preventive measure as soon as possible to prevent allegations of speculation such as this one. The Ministry of Land, Infrastructure, and Transport decided to consider a plan to prohibit land transactions other than residence purposes by employees of the Ministry of Land, Construction, and local public enterprises related to the development of new housing sites, and to report in advance if unavoidable.
