Gangneung-si, Gangwon-do, said on the 11th that it did not find any cases of illegal supply and demand for basic living expenses in relation to officials who received basic living expenses, saying that their income was ‘0 won’ due to parental leave.

Gangneung City conducted a thorough survey last month on 1717 households and 2096 people with a recognized income of 0 won. The city confirmed general matters such as age shift and income fluctuations, but did not find any matters requiring salaries to be recovered like A, a public official from parental leave.

However, in the case of Mr. A, it is known that there is no intention to return the basic living expenses received so far, and the actual redemption is unclear.

The city ordered Mr. A to return 16 million won for basic living expenses received from August 2018 to April 2019 while taking parental leave in January of this year. He said he had confirmed.

Mr. A resigned from the city of Gangneung when this issue arose, and the city dismissed the lawmaker. If Mr. A quits a public servant and is recognized as having no income and exists as a basic living security recipient, it is virtually difficult to get the basic living expenses paid back so far.

Accordingly, it is unclear whether the basic living expenses paid by the city of Donghae, where Mr. A lived, will be refunded.

An official from Gangneung City explained, “It is a very unfair position to receive it only if Mr. A has the will to return the basic living expenses.” .
