Investing 167 trillion won in trade finance for’Leap to the 4th Export Power… Promotion of CPTPP informal consultation

[뉴스토마토 정성욱 기자] The government will invest 167 trillion won in trade financing this year with the aim of becoming one of the four export powerhouses. In addition, it will focus on recovering the’trade scale of $1 trillion’, which was stagnated by Corona 19, by discovering 10,000 additional export companies.

As part of the’Korean New Deal’, major industrial projects such as Saemangeum solar power generation and Sinan wind power generation will be started within this year. In the case of major industries such as shipbuilding, steel, and home appliances, we focus on strengthening competitiveness through’decarbonization and digital innovation’ and fostering system semiconductor ecosystems such as fabless (semiconductor design company) and foundry (semiconductor consigned production).

In particular, it will increase exports related to the Regional Comprehensive Economic Partnership Agreement (RCEP) and join the Comprehensive and Progressive Economic Partnership Agreement (CPTPP) in informal consultations with member countries. In addition, system improvements such as e-commerce and sanitary quarantine will be promoted.

On the 17th, the Ministry of Trade, Industry and Energy announced the ‘2021 Business Plan’ with the focus of converting to export plus, leading the Korean version of the New Deal, becoming a high-tech industrial powerhouse, and carbon-neutral energy innovation.

First of all, the government is focusing on expanding export support with the goal of’leaping as the four export powerhouses’ beyond recovering $1 trillion in trade this year. As a support strategy for Export Plus, customized trade finance of 167 trillion won is provided. Among them, 60 trillion won, the largest ever, is provided to small and medium-sized companies.

It also fosters 10,000 new export companies to expand the base of exports. Promising export companies were included, such as small but competitive small businesses and root companies. As a support plan,’Trade Investment 24′, which supports the entire export process online, will be established in the second half of the year. The’Export First Step Package’, which helps secure sales channels for 500 small business owners, is also included in the support plan.

The Korean version of new deals such as offshore wind power and hydrogen will also be launched in earnest. Major projects such as Saemangeum solar power and Sinan wind power will start in the first half and the second half, respectively. The’smart meter’, which measures power consumption in real time, is also spreading to 1.4 million apartments and 2.3 million houses.

For innovation in Korea’s flagship manufacturing industry,’Manufacturing Renaissance 2.0′ is promoted with both’carbon neutral’ and’digital innovation’. In particular, it plans to actively support the’carbon conversion’ of the industry, which holds the’key’ to realizing carbon neutrality. The shipbuilding industry is an eco-friendly smart ship, the steel industry is decarbonization technology, and the machinery industry is pollution-free construction machinery.

New industries aimed to dominate the world market through the development of super-gap technology. In the case of future cars, charging stations will be greatly expanded, centering on living bases. Public institutions are also actively pursuing hydrogen vehicles and hydrogen mobility.

It also supports rapid business reorganization of parts companies. Above all, in preparation for the carbon-neutral era, we will start fostering’white bio’, a biotechnology such as rotting plastic.

In the field of system semiconductors, construction of the Yongin cluster, the largest semiconductor cluster in Korea, will be started within this year, and K-semiconductor belt will be established.

In order to convert to’carbon neutral’ energy, it plans to increase the regional-led supply of renewable energy. By region, a coexistence type offshore wind power project, such as a Jeonbuk offshore wind farm complex, will be launched. The establishment of 25 regional energy centers is also promoted. In the hydrogen field, more than 180 hydrogen charging stations (currently 73) will be built by the end of this year based on the world’s first hydrogen method.

Global commerce plans to expand exports related to RCEP, which signed an agreement last year. In particular, the government is planning to establish a strategy to expand trade in the New Southern region.

The CPTTP, which has been officially promoted by the government, actively proceeds with informal consultations with member states. In addition, considering that the CPTPP is a high-level multilateral agreement, the system will be improved to prepare for membership. Four major areas of improvement are e-commerce, sanitary quarantine, fisheries subsidies, and norms related to state-owned enterprises.
