As allegations of speculation by employees of the Korea Land and Housing Corporation (LH) spread to the public officials, including local governments, the city of Busan is expanding its investigation to all employees of Busan City Hall. The survey area will also increase from the existing Busan R&D Special Zone in Gangseo-gu to 7 sites including Eco Delta City, Iwang-Ywang District, and Centum 2 District.
The city of Busan announced on the 19th that it would expand the scope of investigations related to the alleged illegal dumping of large-scale development projects in the building. The subject of the survey was about 5,000 employees belonging to Busan City Hall, direct agencies, and business offices. Employees of Busan Metropolitan City Corporation were also included in the survey.
Among these, in the case of related departments, immediate surviving family members are also included in the survey. Accordingly, the total number of survey subjects is expected to reach tens of thousands.
Initially, Busan City decided to conduct a self-investigation into whether Busan City Hall, Gangseo-gu Office, and Busan Metropolitan City Corporation employees and their families had speculated over the past five years, targeting the Busan R&D Special Zone and public housing areas in Gangseo-gu. Since 2016, Busan Urban Balance and Regeneration Bureau and Architecture and Housing Bureau, former and current employees of the Urban Planning Department related departments, former and current employees of the Gangseo-gu Office’s architecture, construction, and land information department, employees of level 6 or higher in the rest of the departments, all former and current employees of Busan Metropolitan City Corporation The employee was the target. However, as suspicions of real estate speculation by the public officials spread day by day, the number of subjects to be investigated was greatly increased.
The research area is also expanded. In addition to the Busan R&D Special Zone, Eco Delta City, West Mountain Complex Industrial Distribution Complex, International Industrial Logistics City, Ori General Industrial Complex, Daylight District, and Centum 2 District were added. Six development projects implemented by the Busan Metropolitan City Corporation were added. The area of the survey area is also increased from 11.67㎢ to 34.31㎢. Busan’s own investigation team will also be increased.
In relation to the alleged speculation in Daejeo-dong, Gangseo-gu, Busan City surveyed 205 public officials of Busan City Level 4 or higher for R&D special zones, public housing sites, and the entire surrounding areas notified by the Ministry of Land, Infrastructure and Transport, and as a result, it revealed that there were no real estate transactions. He added that the employees of the relevant departments are receiving consent for personal information, and the results will be announced as soon as the investigation is completed.
“We are actively encouraging Busan citizens to submit a personal information agreement in order to resolve the suspicion of Busan citizens,” said Ryu Je-seong, who served as the head of the investigation team. He said, “We are going to take strict censure, such as reviewing the accusations,” he said.
Prior to this, on the 18th, the city of Busan agreed to set up a’special agency for investigating real estate corruption for public officials’ with the ruling and opposition political parties, and to investigate the illegal speculation of Busan elected and senior public officials, immediate family members, and relatives in the last 10 years. For former and incumbent public officials whose speculation has been confirmed, it has been decided to provide a plan for actual disciplinary action or expulsion.
