The Korea Communications Commission announced on the 16th that it will promote the revision of the Telecommunications Business Act to substantially prevent damage to users of the National Assembly’s Office of Representatives Han Jun-ho and the Internet Personal Broadcasting Platform.

Last year, an elementary school student paid about 130 million won to the Internet personal broadcasting platform host without parental consent, which became a social problem. The financial damage of users due to excessive payment of paid items called star balloons continued to occur.

The Korea Communications Commission has prepared’Guidelines for Payment of Paid Sponsored Items for Internet Personal Broadcasting’ and recommended that operators comply with self-regulation, but pointed out that the effectiveness is insufficient.

Accordingly, in order to strengthen the protection of the rights and interests of users of the Internet personal broadcasting platform, it is planned to impose duties on the Internet personal broadcasting platform such as ▲ measures to set a payment limit ▲ strengthen protection for minors ▲ operate a user protection window ▲ prevent illegal transactions called star balloons. .

First of all, the current value-added communication service provider, Internet personal broadcasting, was newly established as a type of obligation to report’special value-added communication business’, set the payment limit for paid items to the Internet personal broadcasting platform service provider, and take measures to prevent abnormal transaction behavior to bypass the set payment limit. Impose obligations.

In particular, protection measures are in place for minors, such as setting a monthly payment limit for minors, and requiring prior consent of a legal representative when making payments for minors.

In addition, for Internet private broadcasting companies that meet certain requirements such as the number of users and sales amount, a user protection window should be provided to resolve user complaints and disputes.

It is also prohibited to purchase paid items and then buy them at a discount and convert them into cash.
