Intellectual Property Office, invested 40.4 billion won in intellectual property-based research and development (IP-R&D) strategic support in 2021

▲ The Korean Intellectual Property Office is launching the ‘2021 IP-based R&D (IP-R&D) strategic support project’ in earnest.

[기계신문] The Intellectual Property Office will strategically analyze patent data in the process of research and development (R&D) to create high-value-added patents and increase R&D performance in earnest, the ‘2021 Intellectual Property Based R&D (IP-R&D) Strategic Support Project’.

In the IP-R&D strategic support project, a support team composed of patent strategy experts and patent analysis agencies in-depth analyzes patent information related to the developed technology of small and medium-sized companies, universities and public performances, and responds to patent barriers and provides optimal R&D on blank technology. It is a business that provides a comprehensive R&D strategy such as suggesting directions and securing excellent patents.

If the prior patent information is analyzed in-depth from the beginning of R&D to derive useful information such as technology change direction and patent blank area, and research is conducted in a direction to bypass or avoid the patent barriers preoccupied by foreign companies, the risk of patent disputes can be reduced. You can quickly reach the development of innovative technologies while preventing them in advance.

For SME R&D projects that received IP-R&D strategic support for the past five years (2015-2019), the ratio of outstanding patents was 2.0 times compared to the unsupported SME government R&D projects, and the ratio of patents applied simultaneously to the US, European and Japanese Patent Offices was 3.1. The quality of the patents created was high.

In addition, for university and performance R&D projects that received IP-R&D strategic support during the same period, the patent transfer rate was 1.4 times and the technology fee per technology transfer contract was 4.1 times higher than that of unsupported, indicating that it created a patent with high utility value in the industry.

Last year, by intensively supporting R&D projects in the fields of materials, parts, and equipment, the risk of disputes caused by patent barriers preoccupied by leading companies in competitors was resolved, while 389 patent applications for core technologies (accumulated as of 2021.1) were obtained. .

This year, a total of 526 R&D projects will be supported by investing a budget of 40.4 billion won, an increase of about 12% from last year (361 billion won). Through the expanded budget, BIG3 (system semiconductor, future car, biohealth), DNA (big data, communication, AI), Korean version of New Deal, etc., while continuously supporting materials, parts, and equipment fields that have been intensively supported since 2020. It also plans to provide intensive support to industrial fields to expand future growth potential.

In order to meet the demands of various types of companies ▶’Technology Innovation IP Convergence Strategy Support’ that can comprehensively provide comprehensive intellectual property strategies necessary for service R&D such as product and service convergence technology ▶ Financial investment through participation of technology value evaluation agencies ‘Value-up IP-R&D strategy support’ to increase the possibility ▶ Operate customized tasks such as’Enterprise Group IP-R&D Strategic Support’, which derives patent strategies for core technologies commonly needed by multiple companies in mutual cooperation .

Specific support strategies include not only strategies used for direct development such as patent barrier avoidance design and creation of excellent patents, but also joint R&D, A&D (such as information on multi-applied inventors and information on companies holding alternative technology patents, etc.) Acquisition & Development) and other open R&D strategies are also provided.

In particular, this year, a 25% tax credit will be applied to the expenses expenditures by small and medium-sized enterprises for patent investigation and analysis (IP-R&D strategy establishment). Even small and medium-sized enterprises that have not participated in the IP-R&D strategic support project plan to reinforce the foundation for autonomously utilizing the IP-R&D strategy.

“Patent data is a report of the latest technology information, which is a collection of R&D trends of all companies and research institutes around the world,” said Park Ho-hyeong, director of the Intellectual Property Office. Even these small and medium-sized enterprises (SMEs) were able to secure core and source patents and make progress into the global market. “We will continue to make multilateral efforts to spread these achievements to the overall national R&D.”
