According to the National Assembly on the 7th, Democratic Party lawmaker Chun Joon-ho proposed a revised bill of the’Special Act on the Maintenance of Empty Houses and Small Houses’ on the same day. It is known that the Ministry of Land, Infrastructure and Transport and the Seoul Metropolitan Government were closely involved, and will be applied to government policies as soon as the bill is passed.

Small-scale reconstruction projects are promoted in places with a site area of ​​10,000 m2, less than 200 households, and over two-thirds of old and defective buildings. This is included in the small-scale housing maintenance business along with the street housing maintenance business and autonomous housing maintenance business, but is differentiated from other projects in that it targets small-scale apartment complexes such as old apartments and row houses.

Increased floor area ratio for low-rise residential areas in Seoul to combat supply speed

The revised bill raises the floor area ratio to 120% of the upper limit of the law when public institutions such as the Korea Land and Housing Corporation (LH) participate in small-scale reconstruction projects (public-led development), but 20-50% of the increased floor area ratio is donated by making public leases. The main content is to pay.

In addition, the maximum floor area ratio can be raised from 250% to 300% in case of public development in type 2 (middle floor) general residential areas, and from 300% to 360% in general residential area of ​​type 3 (high-rise). The number of floors that can be built will be reduced from ‘7 stories or less’ to ’15 stories or less’ based on general residential areas. Like the street housing renovation project and the autonomous housing renovation project, the pre-sale price limit is not applied, and integrated deliberation is applied to the project management process of local governments, which will speed up the project.

According to Chun’s office, these small-scale reconstruction sites are 2,070 complexes and 6,384 households in downtown Seoul alone.

The party government expects that if the revised bill passes the National Assembly, there will be an immediate effect of supplying housing in the city center. This is because small-scale reconstruction has a shorter project period compared to redevelopment and reconstruction projects, which are slow due to frequent disputes and complicated business procedures. A realtor in Gwanak-gu, Seoul, said, “It was difficult to find a business entity in a complex with a poor location, but if the public comes out, the resident participation rate can be high regardless of donations.”

“High-density development support shooting for Byeon Chang-heum”

This amendment has a strong character of legal support from the ruling party for Minister Byeon Chang-heum, who is planning a supply plan in the city center through high-density development of △station area △semi-industrial areas △low-rise residential areas.

Earlier, Minister Byeon said at a personnel hearing that he could supply housing by raising the floor area ratio in the station area from 160% to 300%. The floor area ratio of semi-industrial areas can also be increased from 250 to 300% to 400% according to the current law.

Democratic Party lawmaker Park Yong-jin also said, “In many countries, high-rise and high-density interiors have become a new paradigm. If we apply advanced technologies, we can secure pleasant and good sunlight, prospects, and common facilities even if the floor area ratio is increased.” It gave me strength.
