As Korea started vaccination against the new coronavirus infection (Corona 19) in February, interest in the’vaccination passport (vaccination certificate)’ is increasing. The vaccine passport is a kind of digital certificate that proves that you have been vaccinated against Corona 19. Countries around the world are discussing ways to use vaccine passports for entry and exit of the country following access control to public places such as schools and restaurants. With related discussions taking place in Korea, interest is rising whether the vaccine passport market will be as active as the QR code market.

Korea discusses before setting up global standards

According to industry sources on the 29th, discussions on how to use vaccination certificates are in full swing in Korea.

Jung Eun-kyung, head of the central quarantine countermeasures headquarters, said at a recent briefing, “Based on scientific judgment, we are discussing changes in management standard guidelines such as quarantine exemption for those entering Korea with a corona 19 vaccination certificate.”

According to Jung, international organizations, including the World Health Organization (WHO), have not yet determined where to use the certificate and the criteria for effectiveness. “We are in consultation with experts, but opinions are gathering that there is still insufficient evidence to change the guidelines,” he added. “We will continue to review this part.”

In the domestic digital healthcare and security industry, there is a movement to prepare before the guidelines come out. For example, Gooddoc, a non-face-to-face healthcare platform, announced that it will launch a mobile vaccine passport service’Gooddoc Pass’ in time for vaccination in Korea. If you update the corona 19 vaccine certificate issued by the government, it can be issued and used in the form of a QR code.

Raon Secure, an ICT integrated security company, is conceiving a project to issue, store, and verify Corona 19 diagnosis credentials based on decentralized identification (DID) technology. The goal is to provide services to individuals in the future, in case there are more places that require certificates, such as reservations for travel destinations and boarding aircraft. A Raon Secure official said, “Since personal medical information is written in the vaccine passport, it is the best scenario to manage it safely through a block chain.”

Some believe that there is a win over platform companies like Kakao, who dominate the QR code market. Regarding this, a Kakao official said, “If the government presents clear guidelines for use plans and plans, the possibility of participating in a vaccine passport is open.” However, as the QR code policy was established through cooperation with the government and the private sector, the same procedure for vaccine passports. “I think it should be done.”

Companies abroad are also developing certificates first. IBM has developed a’Digital Health Pass’ app with blockchain technology. While personal information is protected as much as possible, only the results of the Corona 19 test and whether or not to be vaccinated are shared.

‘Vaccine Certification Initiative (VIC)’, composed of Microsoft (MS) and Oracle, has started developing an international electronic certificate that can prove vaccination with a smartphone app. Make it possible to keep individual vaccination records in the form of encrypted digital copies.

National vaccine passports are also issued. A representative place is Iceland, which has decided to issue a vaccine passport to citizens who have been vaccinated against the Corona 19 vaccine for the first time in the world. The Icelandic Ministry of Health said, “The goal is to promote cross-border movement by allowing individuals to be exempt from corona 19 disease control measures in their country if they present their vaccination certificate at the border.”

Iceland acknowledged that other European countries issue a COVID-19 vaccine certificate and decided to waive quarantine measures for holders of the certificate. The European Union (EU), which was hit hard by the tourism industry, is said to have expressed its welcome. The EU is actually discussing ways to issue a vaccine passport to people who have been vaccinated against Corona 19 from this summer.

Israel issues a’green passport’ to citizens who have completed the second dose of the Corona 19 vaccine. It is not used for cross-border movement like Iceland. Israeli citizens can travel within the country (Israel) and participate in large gatherings and events with the passport.
