Even if a person looking for a house doesn’t sign a contract after seeing the property, they are in the midst of an intermediary service system that pays labor costs to a broker. The conclusion is only a recommendation without coercion.
According to the real estate industry on the 10th, disputes between brokers and consumers are occurring due to the’recommendations for improving the housing brokerage repair rate system and brokerage service system’ announced by the National Rights Commission on the previous day.
In its recommendation, the Kwon Ik Committee stated that’if the person who is looking for a house does not sign a contract after seeing the property, he must pay the brokerage/preparation fee in the name of labor cost to the brokerage.’
The Ministry of Land, Transport and Maritime Affairs, the ministry in charge, said that the content was “not confirmed”.
An official from the Ministry of Land, Infrastructure and Transport repeatedly emphasized that “there is no compulsory” and explained that it is not immediate to exchange fees in the market.
The Ministry of Land, Infrastructure and Transport said, “We will come up with a comprehensive improvement plan including measures to improve the quality of brokerage services and strengthen the competitiveness of the brokerage service industry.”
To this end, it is planning to start a research service next month, go through a survey on the actual condition and a survey on satisfaction with national service, and then finalize the final improvement plan in July at the latest.
Land Policy Officer Kim Hyeong-seok of the Ministry of Land, Infrastructure and Transport added, “There are many detailed issues when improving the system, and there are still large differences between industries.” He added, “We will proceed with discussions with speed so that the system improvement plan can be drawn out as soon as possible.”
