Experts suggested that the step of distancing the novel coronavirus infection (Corona 19) should be simplified from the current five steps to three steps to more efficiently adjust the steps to the epidemic situation. It was held at the’Second Public Discussion for Distancing System Reorganization’ hosted by the Ministry of Health and Welfare’s Central Accident Control Center on the 9th. Representatives of small business owners and self-employed persons who came out as debaters said, “Patients come from religious and nursing facilities, but only self-employed people are being faced.”

Step 2 applies if current situation

Kim Moran, a professor at the National Cancer Center, who came out as a speaker on this day, proposed a new distancing system consisting of life quarantine and 1st, 2nd and 3rd steps instead of the current 5th step of distancing. The stage adjustment criteria are the infection reproduction index (R), which shows how many people infected with Corona 19 transmitted the virus, the number of confirmed patients (compared to the local population), and the test positive rate. The R value refers to the number of people infected by one infected person. If it exceeds 1, it is considered to be prevalent.

For example, if the R value is less than 0.8, less than 4 new confirmed cases in the local government per 1 million population, and less than 1% test positive rate, it is considered as stage 1. At this stage, the multi-use facility’s business restrictions do not apply. You can gather under 10 people.

The current stage with an R value of 0.96 corresponds to stage 2 according to the plan proposed by Professor Ki. Business hours are until midnight.

Level 3 is upgraded if only one or more conditions are met. Infectious reproduction index 2 or higher, or when there is more than one patient per 100,000 population. At this time, the business hours are limited to 9 pm.

“I need to step up efficiently”

Professor Ki said, “The purpose of raising the distance is to reduce contact and prevent spread. It is necessary to reorganize the steps so that they can efficiently adjust the steps according to this purpose.” I said.

Another speaker, Park Hye-kyung, head of the Central Defense Countermeasure Headquarters (Bang Dae-bon), announced that he would reclassify multi-use facilities in consideration of the risk of transmission, the possibility of quarantine management, and the existence of essential service industries. The classification of key/general management facilities will be maintained. However, it has not yet been decided which types of business will be excluded and added to the priority management facility.

Complaints of self-employed people

Self-employed people complained that the middle class is collapsing. Seong-won Lee, Secretary General of the Federation of Small and Medium Business Owners of Korea, said, “The parties banned from gathering are concentrated in the middle class. They are rapidly collapsing.” “There is no compensation for losses without retrospective application. The next action of self-employed people in the lit-up demonstration would be refusal of tax payment.”

Geon-gyu Yoo, Secretary General of the Federation of Korean Merchants, said, “Equality (with respect to quarantine regulations) has been a problem. (If a confirmed case occurs) Central and general management facilities are prohibited from gathering as if they were wrong,” he said. “But (proliferation tax) is not caught. “Please change the direction toward recommending quarantine rules to consumers, who are the agents of action, rather than facilities.”

In addition, the director of the policy research center of the Small Business Industry Market Promotion Corporation, Noh-Bong, said, “If the size of the event or the number of people is limited, it is still a heavy burden on small business owners.” “Do it.”
