Upon receiving a report from an eyewitness, the police found out that the driver abandoned the vehicle after fleeing toward the city through a CCTV screen, and contacted the owner and confirmed that the driver was Mr. Hwang.

However, Hwang, who surrendered to the police box on the morning of the 9th, falsely testified that “a traffic accident occurred and was put in a car to save her,” and it is known that he caused confusion in the police’s initial investigation.

The police found the victim who died in an empty house 50 meters from Hwang’s house at 1 pm on the 9th through tracking the location of the victim’s mobile phone.

After the autopsy of the victims and the seizure and search of Mr. Hwang’s home, the police sent Mr. Hwang to the competent district prosecutor’s office on charges of murder and obstruction.

After two interrogations against Mr. Hwang in the early morning of the 10th, Pingdongji prosecutors asked the competent court for an arrest warrant that there was fear of destruction of evidence and escape.

Taiwanese prosecutors said that Hwang visited a cell phone store as a guest and felt favored by Zeng, an employee who responded kindly, and had sexual harassment and stalking since February this year.

An acquaintance of the victim said that Zeng had reported Hwang to the police for stalking, but was to no avail due to lack of law.

Women’s organizations have urged the government to actively enact legislation related to stalking.

Pan Yun, a legislative member of the ruling Democratic Party, said that this happened because the victim reported to the police, but was not protected by the inadequate stalking law and the limitations of the Domestic Violence Prevention Act.

He added that the enactment of stalking-related laws is 20 years behind foreign countries, and said, “We will legislate the relevant laws as soon as possible within this session.”
