Home Story Life, which operates a domestic helper brokerage platform’Agent Housewives’, complained that direct employment was allowed temporarily for four years as a regulatory sandbox, so it is urgent to establish a legal basis to maintain the current business form. Home Story Life has made an unprecedented attempt to directly hire domestic helpers through the ICT regulation sandbox of the Ministry of Science and ICT and has about 100 managers (housework assistants).

It was because of the quality of service that Home Story life, which used to be a housewife brokerage business using a platform called a deputy housewife, began to hire an assistant directly. It was because of the thought that the quality of the service would improve if the employment of the helpers were stabilized and the treatment improved.

However, there is no provision for domestic workers in the current Labor Standards Act, and brokerage firms are not permitted to dispatch workers under the Dispatch Act, so they knocked on the door of the ICT regulatory sandbox of the Ministry of Science, ICT and ICT, and finally received a special case for demonstration in November 2019.

After three months of preparation, the company started to hire a domestic helper from February last year, and as of the end of last year, it has increased to around 100. Home Story Life is four times the size of regular employees.

Bong-Jae Lee, Vice President of Home Story Life, said, “When a housekeeper becomes a full-time employee of a platform company, the company can build customer trust with a system that is 100% responsible for it. In order for the domestic helper market to become industrialized, employment stability must be determined.”

Vice President Lee said that the managers who were directly employed in the life of Home Story welcomed them, saying, “I feel secure through monthly salary,” and “Because I receive an employee ID and become a full-time employee, I also get loyalty.” Customers who use housewives are said to have a lot of reactions, saying, “I feel trust and professionalism.”

Home Story Life is said to have been convinced that employment stability will lead to stabilization of the domestic service industry by operating direct employment for about a year. It is said that if the Housework Workers Act is passed, in the mid- to long-term, the quality of domestic services and consumer confidence will increase, so that supply will expand, and a virtuous cycle will be established leading to an increase in jobs for quality domestic services.

Vice President Lee said, “The majority of domestic helpers are women in their 50s and 60s, and if wage and employment security issues are resolved, younger people in their 30s and 40s will also enter.” “Through this, the demand from customers who have experienced high-quality domestic services If the number increases, companies will also voluntarily start hiring themselves, rather than simply intermediary.”

He said, “Simple brokerage is a duty-free business, but I am currently paying taxes that are not paid by direct employment. If the law passes, I know the Ministry of Employment and Labor is in consultation with the tax authorities so that tax-free benefits can be provided. The four major insurance costs are burdensome. It was expected that the enforcement decree could include the contents of subsidizing expenses through the Labor Welfare Corporation’s Durunuri Social Insurance Support System, which provides up to 90% of the premiums for employment insurance and national pension premiums.”
