“Sexual humiliation, sexual behavior that makes you feel disgusted”

The Human Rights Commission held the second committee on the same day and deliberated on the agenda to report the results of an ex officio investigation including Mayor Park’s sexual harassment, and made a decision in about five hours. The Human Rights Commission said, “It is possible to admit that the victim’s claim that Mayor Park sent inappropriate messages, photos and emoticons to the victim late at night and touched nails and hands with nail art in the office.” “It is sexual harassment as a sexual language that makes you feel sexually humiliated or disgusted.”

However, the Human Rights Commission said that no objective evidence was confirmed for the suspicion of condoning or assisting Mayor Park’s sexual violence in Seoul. The Human Rights Commission said, “It seems to be true that the victim requested a telegram from the beginning of his work in the secretary’s office, and that the superiors recommended him to remain,” and said, “But colleagues and superiors recognized that the request for telegram by the victim was due to Mayor Park’s sexual harassment. The situation is not grasped,” he explained.

The Human Rights Commission determined that the Seoul Metropolitan Government’s measures to protect victims were insufficient. In April of last year, after recognizing the incident of sexual violence by an employee in the secretary’s office, the head of the department who first recognized the incident did not take measures to protect the victim, such as notifying the department in charge of the incident. The Human Rights Commission said, “The city of Seoul did not take any action on the grounds that the victim was investigating the incident even though the victim requested measures for the second damage.” The Seoul city’s actions were specified as secondary damage to the victim.

Regarding the leak of the victim’s accusation, “The police, the Prosecutor’s Office, etc., have not submitted data for reasons of investigation or security reasons, and the results of the digital forensic on the mobile phone of Mayor Park have not been obtained, and the strong reference people are also under investigation. “There was a limit to the investigation, such as not responding,” he said, “it was difficult to confirm how the accused was delivered to Mayor Park.”

Based on the results of the deliberation, the Human Rights Commission decided to recommend improvements to protect victims and prevent recurrence to related organizations such as the Seoul Metropolitan Government.
