Recently, the National Human Rights Commission of Korea immediately initiated an investigation into the Seoul Metropolitan Government and some local governments issued an administrative order mandating the examination of the novel coronavirus infection (Corona 19) only for foreign workers, not all workers in the workplace.

On the 19th, the Human Rights Commission made a statement in the name of Chairman Choi Young-ae, saying, “Foreigners filed a complaint with the Human Rights Commission saying that they felt like hate and racism against the related executive order, and the Commission will promptly determine whether or not to discriminate or infringe.”

The Human Rights Commission said, “A policy of excluding or separating migrants may cause negative perceptions and discrimination against migrants, shake the foundation of social integration, solidarity and trust, and lead to hate crimes based on race.” It is necessary to take special care to ensure that migrants are actively included in the communication channel so that they are not alienated and that discriminatory ideas and attitudes are not produced in implementing policies for migrants.” .

Earlier on the 18th, British Ambassador to Korea Simon Smith said on an official Twitter account that the British government of foreign workers officially raised the related issue to the Human Rights Commission through the British Ambassador to Korea. British Ambassador Smith criticized, “The British embassy made it clear to the central government and the Seoul and Gyeonggi-do governments that these measures are neither fair nor proportional nor likely to be effective.”

On that day, about 2,000 foreign students and faculty members, who are currently attending and working at Seoul National University, rebelled by sending a written opinion requesting the withdrawal of the administrative order to the city of Seoul. The Seoul National University Human Rights Center said, “The root cause of the outbreak of group infection is the working conditions and poor living conditions that are vulnerable to infection due to crowding, closeness, and confinement, and it is not the nationality of the workers who work there.” “The administrative order of Seoul City is a discriminatory act. It infringes on the equal rights of awards,” he pointed out.

In addition, he called for the withdrawal of the executive order, saying, “(Administrative order) can promote the social stigma and hatred of foreigners by causing the effect of generalizing foreigners working in Korea to groups at high risk of spreading Corona 19.” Seoul National University is also considering a plan to apply for emergency relief to the Human Rights Commission in the future.
