At the time, Congressman Hong was mentioned as a major candidate for mayor of Seoul by the Grand National Party (predecessor of the people’s power). However, the new political demand meeting and other minority groups argued that a new candidate was needed instead of Hong. The representative of the demand group was Professor Park, and the one they proposed as an alternative was Mayor Oh Se-hoon, who was away from the political world.
