On the 8th, high prosecutors from all over the country expressed their concerns with one voice over the ruling party’s promotion of legislation by the Severe Crime Investigation Office (SMB).

High prosecutors across the country said in their position announced after the meeting that day, “We share our awareness of the first-line concerns about the legislative movement that will lead to significant changes in the criminal justice system.” He then emphasized, “We decided to actively express opinions according to the procedure in a direction that the people sympathize with.”

It is said that the high prosecutors agreed that the Legislation of the Heavy Water Office is a matter related to the existence of the prosecutors’ office.

Although they openly oppose the ruling party’s legislative process for the heavy water office, they expressed their will to communicate with relevant institutions such as the National Assembly and the Ministry of Justice to adjust their position and explain to the public.

This position is a different nuance from former Prosecutor General Yoon Seok-yeol, who refused to communicate with the National Assembly regarding the response to the Legislative Administration of the Heavy Water Agency. Right before his resignation, former President Yoon declared an appeal to the public that excluded the National Assembly in some media and interviews, and was pointed out that it was inappropriate as the prosecutor general.

However, President Moon Jae-in said in a report from the Ministry of Justice and the Ministry of Public Administration and Security that day, “Separation of the right to prosecute and investigate for the protection of human rights and checks and balances is a direction that we must continue to move forward”, empowering the establishment of a heavy water office for the separation of investigation and prosecution.

In particular, President Moon evaluated the prosecution as “the backbone of the realization of our social justice and the most trusted authority” and “the trust in the prosecution’s fairness is not improving despite the silent efforts of the majority of prosecutors.”

The high prosecutors also decided to do their best to protect the public’s rights and enforce fair law in the vacant situation of the prosecutor general, and to carry out the reform of the prosecution without a hitch. The revised criminal law, which took effect from this year, has been settled, and efforts have been made to ensure that the public does not feel uncomfortable.

He also expressed his intention to strengthen communication with the affiliated prosecutors’ offices and to establish strength of service to stabilize the cluttered organization.

The meeting, which started at 10:30 a.m. on that day, continued until 3:20 p.m., past the original scheduled end time of 1:00.

The meeting was presided over by Cho Nam-gwan, the acting prosecutor of the president, and six people, including Seoul High Prosecutor General Cho Sang-cheol, Gang Nam-il, Daejeon High Prosecutor, Gu Bon-seon, Gwangju High Prosecutor, Oh In-seo, Suwon High Prosecutor, Jang Young-soo, Daegu High Prosecutor, and Park Seong-jin, Busan High Prosecutor.

The nationwide high prosecutors’ meeting was held about eight months after it was convened in July of last year to respond to the investigation and command authority of former Justice Minister Choo Mi-ae’s’probate confusion’.
