The Holt Children’s Welfare Association, which arranged for Jung In-yang’s adoption, clarified that the suspicion that it was neglected even though it learned about the abuse of her adoptive parents on the 6th was not true through a 5,300-word statement. However, there are still questions about Jung In-yang’s death.

Suspected only a month after first reporting child abuse

According to the Welfare Association, the first report of child abuse against Jung In-yang occurred on May 25 last year. On the next day’s emergency home visit, Jung In-yang’s physical development was normal, but a wound was found on his body. The adoptive parents said, “I fell often when I started walking, and I usually had atopy, so I scratched my ear and body. I am upset because I was an adoptive parent.

The Welfare Association said that it was only a month after that, on July 2nd, after making a second home visit, it became suspicious of child abuse. The reason is that the previous case was closed without charge by the police.

I only get a wool text message saying “No health problem”

The Welfare Association said, “When she said she wanted to see Jeong In-yang on September 18, she expressed her uncomfortable feelings.” The next day, Wool received a medical examination at the hospital and only sent a text message “there was no health problem.”

The Welfare Association asked the Gangseo child protection agency to check the safety of the child, but it explained that it had not been informed of the related information. He said he knew through the media only after Jung In-yang’s death that the pediatrician revealed his findings of abuse. The Welfare Association explained, “The investigation authority and legal authority are in the Gangseo child protection agency.”

“I couldn’t help it because I had the right to visit my home.”

Until Jung In-yang was taken to the intensive care unit, the third home visit of the welfare society was not made. The Welfare Council’s position is that there was no compulsory right to visit the home, so it had to coordinate with the adoptive parents.

On September 23 of last year, a report of suspicion of the third child abuse was reported against In-yang Jung. It was only four days after Yangmo sent a text message to the welfare society stating that Jung In-yang was healthy. At that time, Jeong In-yang had lost about 1 kg of weight. However, even at the time, the adoptive parents were said to be miserable, saying they were unfair.

Afterwards, the Welfare Association requested a home visit, but the adoptive parents said on October 3, “She appears on the broadcast,” and said, “Jeong In-yang eats better than before and is in a healthy state, and is visiting her parents’ house for the holiday.” And on October 13, Jung In-yang died. It was two days before the Welfare Association promised the adoptive parents to make a third home visit.

The Welfare Association said, “We sincerely apologize for disappointing many people,” and said, “We will review and supplement the roles that the adoption agency can play in the future to advance adoption and strengthen follow-up management.”
