A civic group survey found that most of the public housing increased by the Moon Jae-in administration does not seem to be able to resolve the actual housing anxiety among the poor.
The Citizens’ Federation for Economic Justice Practice (Kyungsilyeon) held a press conference on the 25th, saying, “The government said that the inventory of long-term public housing increased by 328,000 units from the end of 2016 to the end of 2019, but 85% of them account for real public housing. Is very low.”
Gyeongsilryeon classified the inventory status of public rental housing disclosed by the Ministry of Land, Infrastructure and Transport by type and analyzed it by government. The data was made using statistics from the Ministry of Land, Infrastructure and Transport, and the housing affairs handbook, and the Ministry of Land, Infrastructure and Transport’s responses obtained through requests for information disclosure.
According to the Kyungshilyeon, the public housing inventory increased 328,000 units from 1256,000 units at the end of 2016 to 1584,000 units at the end of 2019.
Gyeongsilryeon did not recognize happiness housing, purchase rental, 10-year pre-sale conversion, or jeonse rental as public housing. This is because in the long term, it is not helpful for the stability of the common people’s housing.
They named it “fake public housing” for purchase rentals and happy housing, and “fake public housing” for ten-year sales conversion and private leases.
For example, in the case of purchase rental, the Korea Land and Housing Corporation (LH) purchases and re-leases existing multi-family and multi-family units.

He pointed out that in the case of jeonse leases, local governments make jeonse contracts for low-income families and re-lease inexpensively, but not the public for a long time.
Gyeongsilryeon calls only’real public housing’ for permanent, 50-year, public rental, and long-term jeonse. Of the 328,000 public housing units that have increased over the past three years, only 48,000 units, or 15%, were equivalent.
For this reason, Kyungshilryeon pointed out that the 7.4% long-term public housing inventory rate announced by the Ministry of Land, Infrastructure and Transport was also wrong. This is because there are few public housing units that can be rented for more than 20 years, excluding private leases.
By regime, the Lee Myung-bak administration most often supplied long-term public housing with 300,000 units. In terms of project approval criteria, the Roh Moo-hyun administration is the largest with 470,000 national leases.
Gyeongsilryeon analyzed that’real long-term public housing’ was supplied before the Roh Moo-hyun administration, but there is a tendency for fake public housing such as purchase rental and happy housing to increase after that.
“The ratio of public housing in Korea is very low compared to 75% in Singapore and 33% in Nordic countries,” said Kyungshilryeon. “The current public housing policy cannot handle the role of a residential ladder at all.”
He added, “The supply of purchased rental housing should be stopped, and public housing should be supplied in a way that the public directly develops public land and owns the land for a long period of time.”
