According to the Gyeongsil Ryeon survey, out of the 328,000 public housing units (328,000 units) supplied by the Moon Jae-in government, 48,000 units were permanent, public rental, and long-term jeonse, and the rest were 10-year rental, private rental, purchase rental, and happy housing. Gyeongsilryeon said, “Public housing was a house built or purchased by the public, but’lease’ was added due to the revision of the law in December 2015, and housing with security deposits were also classified as public housing and used to inflate the numbers.”

Gyeongsilryeon pointed out that it is a’fake”fake’ public housing, saying, “It is not helpful for the stability of the common people’s housing in the long term,” regarding happy housing, purchase rental, 10-year sales conversion, and private rental. Kyungsilryeon said, “10-year rental, jeonse lease, etc. are not owned by the public, but are fake public housing that will provide security deposits or be converted to sales. The rental period for happy houses is only 6-10 years and the rent is expensive. Buying and renting an existing house that has been raised can lead to wasted budget and corruption.”

Gyeongsilryeon argued that the 7.4% long-term public housing inventory rate announced by the Ministry of Land, Infrastructure, and Transport was also wrong. If the standard is narrowed down to public housing that can actually be rented for more than 20 years, excluding private leases, the long-term public housing inventory rate is only 4.2%.

“In this situation, the housing welfare roadmap to secure 2.4 million units by 2025 and enter a 10% inventory rate is a fake with no realization potential,” said Kyungshilryeon. “As of the end of 2019 announced by the government, 43% of the public housing inventory was converted to sales. “There is a limit to increasing the inventory of long-term public housing as it is occupied by fake and fake public housing, such as short-term rental or jeonse lease that supports jeonse deposits.”

By regime, the Lee Myung-bak administration supplied the most long-term public housing with 300,000 units. The regime that supplied the least was the Kim Dae-jung administration, with only 44,000 units. The Roh Moo-hyun administration approved 470,000 units, but at the time of the Lee Myung-bak administration, the inventory was only 300,000 units. The Lee Myung-bak administration also approved 250,000 units, but the Park Geun-hye government’s inventory was only 100,000 units. Regarding this, the Kyungsilyeon side explained, “The reason that only the number of business approvals is increased but not the amount of inventory is because the government is promoting public housing projects by inflating the numbers and showing them to the public.”

In order to increase long-term public housing, Gyeongsilryeon argued that public companies should stop selling land and construction companies’ home sales. An official from Kyungsil-ryeon said, “If the public housing was supplied as long-term public housing in the new city developed so far, rather than selling it to the private sector, we could secure more than 20% of cheap and high-quality public housing than the current one.” Increasing only fake and fake public housing is the same as reducing the blood tax by pretending to supply public housing.”
