According to the Kyungshilryeon, the apartment with the largest market price increase is the Banpo-dong apartment owned by National Assembly Speaker Park Byeong-seok (Daejeon Seogap), which rose by 3,800 million won (2.7 billion → 5.78 billion won) over 10 years.

Most of their apartments are located in Seoul, and among them, it turned out to be particularly concentrated in Gangnam 3 districts (Seocho, Gangnam, and Songpa).

Of the 51 apartments surveyed, 74.5% or 38 were in Seoul, and 28 were in Gangnam 3 district.

The survey was conducted among the top 30 active members of the National Assembly based on the reported property of apartments.

The data were combined with the contents of property reports in March (for re-elected members) and the contents of property reports in August (for first-choice members) reported to the National Assembly Public Officials Ethics Committee.

The market price survey used real estate market price information from Kookmin Bank, and in the case of reconstruction and redevelopment, the price of neighboring apartments was applied to the past price.

By party, as of the April 2020 general election, 19 members belong to the People’s Power, along with 9 members of the Democratic Party, and 2 independent members.

The average market price of their apartments per person is 3.7 billion won, but the reported amount is estimated at 2.5 billion won.

“The total property report of 51 apartments owned by 30 lawmakers is 75 billion won, but as of November 2020, the market price is 111.3 billion won,” said Gyeongsilryeon. “The difference was 38.1 billion won by reporting 34% lower than the market price.”

The rate of reflecting the market price of the reported amount is 73.2%.

The reason is that the property reporting criterion is the announced land price lower than the market price, and the timing of calculating the announced land price and the time of market price evaluation is different.

The lawmaker who owns the highest priced apartment was an independent lawmaker Deokheum Park (Boeun, Okcheon, Yeongdong, Goesan), which was found to have three apartments with a market price of 10.7 billion won in Samseong-dong, Gangnam-gu, Jamsil-dong, Songpa-gu, and Okcheon, Chungbuk.

Representative Park said, “The standard for property reporting is the published land price at the end of 2019, and this price standard is November last year, which seems to be the result of the difference between the standard difference between the published land price and the market price, and the difference in price calculation,”

Gyeongsilryeon argued that “when reporting assets for high-ranking public officials this year, it is mandatory to report them to the current generation of the real estate held, and to disclose detailed information such as the location of the real estate held together.”
