Despite concerns about quarantine within the ruling party and controversy over equity between local governments, the payment was decided before the Lunar New Year (2.12) holiday as planned.

However, considering the quarantine situation, online payments were given first, and offline (on-site) payments were delayed after March.

Governor Lee said at an online press conference, “Considering all current conditions such as quarantine and economy, it is desirable to pay basic disaster income before the Lunar New Year, now that the bottom of the third pandemic has been reached.”

Governor Lee said, “As a result of a close analysis of the quarantine situation for ten days after the party’s request, Gyeonggi Province’s judgment that now is the bottom of the third pandemic,” he said.

He added, “In recent years, we have made many reflections that we should not miss the’Golden Time’ in our society,” he added. “If the economy is ruined beyond use because of not responding appropriately now, we may regret it again.” .

Regarding concerns about interference with quarantine, he predicted that “consumption is still taking place now when social distancing is strengthened, and Korean people who are cooperative with quarantine will not violate the rules to spend 100,000 won per person.”

As of 24 o’clock on the 19th of this month, 13.99 million residents registered in Gyeonggi-do, and 580,000 foreigners (registered foreigners and foreign nationals who report their residence) are included.

The second basic disaster income is paid only after applying as in the first period.

There are three ways to apply: online, offline, and services to the vulnerable.

You can apply online from February 1 to March 14 (9:00 a.m. to 11:00 p.m.) by selecting one of Gyeonggi local currency or one of 12 credit cards on the market.

You can use all cards of that card company by verifying that you are a citizen on the’Gyeonggi-do Basic Disaster Income Application Homepage’ held on the 1st of next month and selecting a credit card company to receive the deposit.

Unlike the first time, the online application is also subject to 5 subsidiaries for each day of the week according to the year of birth.

For 4 weeks from February 1st to 28th, you must apply on Monday for the last digits of the birth year 1 and 6, Tuesday for 2 and 7, Wednesday for 3 and 8, Thursday for 4 and 9, and Friday for 5 and 0.

You can apply for all Saturdays and Sundays regardless of the year of birth, and from March 1st to 14th, the 5th subsidy for each day of the week is not applied.

Off-line on-site pick up is from March 1st to April 30th. When you visit the Eup, Myeon-dong Administrative Welfare Center at your address, you will receive a prepaid card type Gyeonggi local currency card.

This time, in order to minimize congestion on the site, the week in which applications can be applied is divided based on the year of birth of the visitor, and a five-part system for each day of the week is applied.

Week 1 (March 1-6) is born in 1959, Week 2 (March 8-13) is born in 1960-1969, Week 3 (March 15-20) is born in 1970-1979, Week 4 (March 22-27) can be applied by those born in 1980.

The’Visit Application Service’ for 1.47 million vulnerable groups, including the elderly, the disabled, low-income single-parent families, and recipients of basic livelihood benefits, will be held from the 1st to the 28th of the following month.

The period of use of basic disaster income is 3 months from the date of receipt of the letter of approval for use. It must be used by June 30th, after which unused portions will be returned.

It must be used at a Gyeonggi local currency affiliated business within the city or county where the resident registration is located.

Only businesses with annual sales of 1 billion won or less are allowed, and use of department stores, large marts, corporate supermarkets, entertainment sectors, speculative businesses, franchise stores, etc. are restricted.

The province plans to crack down on violations such as’card gang’ in the used local currency transaction or the rumbled fee in the name of commission, and respond with accusations, cancellation of membership, and tax investigation.

The required financial resources of 1.43 trillion won (including incidental expenses) will be covered by the local development fund, integrated financial stabilization fund, disaster management fund and disaster relief fund without issuing local bonds.

Earlier, the Governor Lee delayed the press conference as some of the ruling party raised concerns about quarantine and equity between local governments over the payment of basic disaster income.
