Gyeonggi Province announced on the 24th that 19 people did not submit a request for consent to provide personal information of their families to employees of the Provincial Government and Gyeonggi Housing and Urban Corporation (GH), the subject of a full-scale real estate speculation survey. As of the 23rd, 8 wiretaps and 11 GH employees refused to consent to the provision of personal information from a family.

The Gyeonggi-do Anti-Corruption Investigation Team (Investigation Team) urged them to submit their consent again and asked them to submit a statement of reasons for refusal. Employees who refuse to consent to personal information without justifiable or reasonable reasons will be reprimanded and notified of the list to the investigative agency.

In addition, the provincial office employee A, who did not submit consent to provide personal information of his or her family, was subject to severe disciplinary action for violating the Local Public Officials Act (duty of integrity) and the Public Audit Act (requiring data submission). Mr. A refused to respond as well as requesting the attendance of the investigation team to investigate the reasons for refusing to submit the consent form.

A Gyeonggi-do official said, “According to the Public Audit Act, information on public officials can be verified without consent to provide personal information, but the family has received consent for the family because it is not applicable.” “We are going to take strict censure as we judge that there is an intention to abandon and conceal corruption activities.”

Since the beginning of this month, Gyeonggi Province is investigating whether public officials are speculating in six development districts and seven new cities in the third phase, led by Gyeonggi Province and GH. The subjects of the survey are public officials who have worked or are working at the Gyeonggi City Housing Office, Gyeonggi Free Economic Zone Authority, and GH since January 2013. The direct existence of public officials, siblings and spouses, and even their brothers and sisters are investigated. 227 retired public officials (154 provincial offices, 73 GH) are also contacted to obtain consent to provide personal information for themselves and their families.

Based on the personal information agreement received, Gyeonggi Province checks whether real estate acquisitions or transactions are acquired in the development district and adjacent areas to be investigated. If a public official suspected of misconduct is identified, it will take measures such as asking the police to investigate after an in-depth investigation.
