Seven out of eight people were found to be the owners of the land in the candidate site for the new city. One was a public official in the name of the landlord. Two of the officials whose families are landowners said they had inherited in 1980 and 2015. The number of land acquirers in the last five years was three.

In the process of self-investigation, one person who was confirmed to be acquired was a Level 5 public official who is currently undergoing a merit training, and it was confirmed that he acquired 91㎡ of land in Gwangmyeong City through an auction in October last year.
