The plan is to expand the super gap with other countries by advancing major industries such as semiconductors and shipbuilding companies, and to cultivate new industries such as biotechnology to grow new foods. Eco-friendly digital industry innovation.. Manufacturing Renaissance

On the 17th, the Ministry of Trade, Industry and Energy announced the work plan for 2021. This year, the Ministry of Industry will focus on 20 major projects including △Export Plus Conversion △Leading Korea’s New Deal △Leap to a High-tech Industry Power △Carbon Neutral Energy Innovation △Global Solidarity and Cooperation.

The Ministry of Industry, first of all, promotes eco-friendly and digital industrial innovation to become a manufacturing powerhouse and a high-tech industry powerhouse.

In the case of shipbuilding, it is going to localize LNG cargo storage (tank) engineering services. The technology for LNG storage tanks installed on LNG vessels has been held exclusively by French and Norwegian companies. These companies have monopolized the engineering market by interleaving and selling engineering services using patent rights.

Engineering services include drawing up design drawings, conducting various experiments that are the basis for design, making calculation notes, and on-site supervision. Until now, domestic shipbuilders have paid 10 billion won in royalties per ship to build LNG cargo holds. Then, the Fair Trade Commission put a brake on abuse of patent rights last year, and domestic shipbuilders are planning to start localizing in earnest from this year.

In the bio field, we foster’white bio’, an eco-friendly bioplastic. White Bio refers to the plastics industry that replaces existing chemical materials with bio-based materials using microorganisms and enzymes. Recently, advanced countries such as the United States and the European Union (EU) are attracting attention as an alternative to solving the plastic waste problem and reducing carbon.

In the semiconductor field, a new food,’system semiconductor’ promotion plan was included. System semiconductor is a semiconductor that performs data processing functions such as logic, operation, and control. They include a CPU (central processing unit) that interprets and calculates computer commands and outputs them to the outside, an application processor (AP) that acts as the brain of a smartphone, an AP that goes into an autonomous vehicle, and an image sensor.

The Ministry of Industry is planning to foster fabless (factory) and foundry (design) ecosystems in order to foster system semiconductors. The foundry and fabless joint technology development (R&D) will be supported, and construction of the Yongin cluster, a large-scale semiconductor plant, will begin in the fourth quarter of this year.

Establishment of energy carbon neutral innovation strategy for the second half

Along with this, the Ministry of Industry decided to establish an’energy carbon neutral innovation strategy’ that includes energy mix, power grid reinforcement, and industry promotion by the second half of this year. It plans to prepare for carbon neutrality by spreading renewable energy and creating a hydrogen economy base, and to come up with complementary measures to cope with the reduction of coal power generation and nuclear power generation.

It was decided to build onshore and offshore solar power generation complexes such as Saemangeum and Goheung (Haechangman), and to start construction of large-scale offshore wind power such as Jeonbuk, Jeonnam, and Jeju in a timely manner. In particular, in order to install an integrated wind power license and license mechanism, a bill to enact a tentatively named’Special Act for Promotion of Wind Power Distribution’ will be proposed in the first quarter. Through this, the company plans to respond to regulations such as location discovery and batch processing of licenses in a one-stop manner.

It will invest 66.6 billion won this year to build 10 hydrogen production bases nationwide. It was decided to expand the mandatory installation of electric chargers in apartments (over 100 households) and large marts, and to expand hydrogen charging stations, which have insufficient charging stations compared to vehicles, to the metropolitan area (accumulated 50 units).

Support for the transformation of related industries will be provided according to the coal and nuclear power plant. In the first half of the year, the’Energy Conversion Support Act’ was established to legalize support for local and industrial sectors and preservation of costs for power generation companies. In areas where coal and nuclear power plants are closed, support is provided for the construction of new and renewable energy fusion complexes and integrated complexes.

The energy use of factories and buildings is also reduced and the efficiency level of home appliances is managed. It plans to introduce the energy efficiency target system and expand the supply of the factory energy management system (FEMS) by spending 20.4 billion won in 181 business sites in the Smart Green Industrial Complex. This year, a total of 301 billion won will be supported by financing for installation of energy-saving facilities in buildings, and consumption efficiency standards for home appliances and office equipment will be strengthened.
