Former President Roh Young-min, the chief secretary of the president, is taking public steps in earnest. It has been three months since he resigned from the secretary’s office at the end of last year. The first role is to support Seoul Mayor Park Young-seon candidate of the Democratic Party, who ran for the 4-7 by-election. He said, “I am a white soldier without a special position at the camp,” he said. After leaving for a while, he has been living in Cheongju, Chungbuk, and has recently stayed in Seoul to help Park’s election campaign. I met Mr. Roh at an office in Yeouido, Seoul on the 22nd. He pointed out the reason for taking his first political step after leaving the Blue House, saying that it was because of “the sense of crisis in our democracy”. Lee Hae-chan, a former Democratic Party leader who left politics, is read as a choice on the same line as he again tried to support the 4/7 by-election. They also asked questions about the real estate policy of the Moon Jae-in administration and the backside of the’Chumi-ae-Yun Seok-yeol conflict’ that frustrated the hearts of many people last year. He said, “I don’t think it’s a big variable in the next presidential election,” he said about the political possibilities of former Prosecutor General Yoon Seok-yeol. ―I got hurt a lot while serving as the secretary’s office. Is it better? “I am receiving intensive care. The whole thing was shaken, but it’s finding its place.” -I am participating in the Park Young-seon Candidate Camp. Stopped the secretary’s office and headed for the first politics. What is the trigger? “It’s a sense of crisis. 10 years after the Kim Dae-jung and Roh Moo-hyun administrations and the 2007 presidential election, many people were confident that there was no retreat of procedural democracy. However, as soon as MB came to power, the procedural democracy that it had built up for 10 years was violated. At the time, Congressman Park Young-seon’s husband was brought in without a charge, and the company asked for the pressure to leave the company he was attending. That’s why I couldn’t find a job in Korea, so I guess I went to Japan. That’s all it is. All members of the National Assembly were investigated. Our democracy is still weak. I am confident that it will go back to the past if the power of the people, the power of Gukjeong Nongdan, comes to power. The Seoul-Busan mayoral election is a prelude. That’s why I thought I had to add my little strength.” -Currently, the ruling party is at a disadvantage in general. President Moon Jae-in’s government approval rating also reached the lowest level. “The poll results and the bottom line are different. In 2010, when Seoul Mayor Han Myung-sook and Oh Se-hoon confronted, public opinion polls and, more closely, the last 4·15 general elections, public opinion polls are often vain. Park Young-seon is better off the bottom line. Candidate Park says that he feels about 70% of friendship when he goes around. Right now, the opposition party is benefiting from the focus on unification. If the ruling and opposition parties stick one-on-one after the unification decision, issues between the two candidates will emerge. Candidate Park Young-sun, Busan Mayor Kim Young-chun, and Morality overwhelm the opposition candidate. On the other hand, Candidate Se-hoon Oh and Candidate Hyung-Jun Park have all doubts about morality.” -Still, the ruling party is at a disadvantage in the uncovered trend of public opinion polls. It is pointed out that a lame duck will come if you lose the election. “The lowest level in various presidential support surveys now is considerably higher than that of previous regimes. The state map was missing and then went up again. I’m temporarily missing it now, and I think it will eventually go up again.” -Will the electoral flow also reverse? “Not a reversal, but the bottom line is already quite friendly to Candidate Park Young-seon. Candidate Park has very strong sincerity, momentum, and tenacity.” ―Do you mean that your personal competitiveness is excellent? “I am personally trusted and have a very high affinity. If you do a public opinion poll, regardless of the support level at the beginning of the election, candidates who are less favorable will lose their support. On the other hand, candidates who are more favorable than current support will have higher support in the future. This is the part that I always watch closely in public opinion polls.” ―Aren’t you interpreting public sentiment too lightly? The public sentiment over the situation of the Korea Land and Housing Corporation (LH) is not heartbreaking. “Of course, the government should take unlimited responsibility for the corruption of LH employees. But, isn’t that root beyond the Moon Jae-in administration?”

―President Moon declared’Real Estate Accusation Liquidation’. Are there any changes in the relocation and real estate policy overall? “The overall real estate policy will go as it is now. However, for real estate speculation by public officials, especially speculation using information, they will be held accountable and punished.” ―Isn’t public sentiment exploded in the wake of the LH incident in a situation where the real estate policy was fundamentally unsuccessful? “You cannot pass responsibility over to the old government. Nevertheless, real estate policy is periodic. Supply policy should be prepared for at least 5 years. The process of planning, purchasing land, granting permits, designing, constructing, selling, and moving in takes 5 years. During the Roh Moo-hyun administration, apartment prices rose, and the fact that the company prepared a strong supply policy eventually went to the early days of the MB government or the Park Geun-hye administration. So, didn’t the real estate price go down considerably at the time? The supply issue now is actually the result of the policy five years ago.” ―Even so, isn’t it responsible for not detecting such a problem early and not responding to it? “There is such a problem. The population of Seoul gives 50,000 people every year. If it is a two-person household, 25,000 households should be lost every year. However, in the last two years and two years ago, the number of single-person households increased sharply to a level that was very unexpected. As the increase was so rapid, the failure to secure a single-family dwelling space eventually affected the apartment as a series of dominoes. There was also demand for speculation.” ―Isn’t it an error or a mistake to not address that part? “It is a limit rather than a fruit. No one expected the rapid increase in single-person households. Moreover, it is unlikely that the number of single-person households will continue to increase like this in the future. now.” ―Is it a temporary phenomenon? “It is temporary. The number of single-person households has increased so rapidly over the past two years.” ―Is supply expansion carried out as planned? “Supply is to expand and utilize all the scrapped land. I think the price of apartments in Seoul will go down tremendously after the beginning of next year.” ―Aren’t you confident that former President Yoon Suk-yeol will not be in politics? “That’s the way the incumbent president is, in fact, expressing the opinion that politics should not be conducted while the incumbent president is the president. Isn’t the prosecution’s political neutrality a fate?” ―What are your thoughts now? “Former Democratic Party President Lee Hae-chan said,’If you come out, former President Yoon, I’m alive, but I think the same way.” ―Why? “Politicians, if the presidential election was that easy, they were all presidents. There are countless people who have appeared and disappeared so far. Politics is not so easy.” ―Are you concerned that you could actually politicize behind the party’s opinion? “I still believe that former President Yun is not going to do politics in the end.” ―What is the basis? “I will organize while experiencing real politics.” ―In a recent survey, the approval rate was close to 40%. “It’s temporary. It is said that it is a reflector rather than a luminous body, but does Yun know about diplomacy, defense and macroeconomics? Does anyone see that you have the basic skills or training to run a country? Since Roh Tae-woo, has there been a president who hasn’t been in charge of either the National Assembly or the local government?” -Still, there is a view that it will be a variable. What people are wondering is why the President didn’t clear up early during the’Chumiae-Yoon Seok-yeol conflict’. “How does the President organize?” ―Aren’t you a person with a right to human resources? “It was an official legal interpretation at the time that the president did not have the right to dismiss the prosecutor general. In addition, the President saw that the prosecution reform should go to the completion of the first stage of legal and institutional reform, and the second stage of internal practice and cultural reform of the prosecution, but the second stage requires the cooperation of the prosecution.” ―If so, shouldn’t we have put the brakes on Minister Chu? “Did you not talk about it, the President. I constantly sent out a message to talk about it well.” ―Is the former Minister Chu insisted? “Rather than stubbornly, the president’s hope was that the reform of the prosecution should be done through legal and institutional reform and cultural and customary reform, so that all genuine prosecution reform will come true. It was judged that cooperation was necessary.” -Shouldn’t I have informed the disciplinary promotion that’this is not the desired direction’? “We can talk about the details later.” ―Isn’t the disciplinary promotion consequently tolerated by the President? “That’s not what I can talk about. It’s part of the president’s memoirs.” -At the time of the appointment of former President Yoon, he was the chief of the secretary’s office. Wasn’t there a lot of concerns both inside and outside the time? “There were concerns, there were strong recommendations.” ―There was also a story that the President was sorry to the staff later because he pushed his thoughts. “I haven’t heard of it.” ―What is the reason why President Moon chose former President Yoon despite various concerns? “Let’s stop talking about the person who left the resignation. I don’t think it’s a big variable in the next presidential election.” ―What kind of person do you think the new prosecutor general should be? “It is a matter of less than 1% in the overall state administration. I’m not interested.” -Will the prosecution reform continue? “Continues.” ―Do you mean that’Season 2′, such as the separation of investigation and prosecution, and the establishment of the Severe Crime Investigation Office, will continue? “I am talking about the establishment of institutional reforms such as the high-ranking public officials criminal investigation office and the adjustment of the investigative powers. It also means that if you want to reform even the wrong parts of culture and practices inside the authority of power, you can’t do it overnight.” ―Isn’t the party going to keep pushing Season 2? “I think it is correct to talk about the background, process, and content after hearing the exact background, process, and content.” -The opposition party insists that the overall personnel of President Moon are’retrospective personnel’ of’familiarity’. “It’s not a fact. There will be 49 members of the State Council appointed so far, but who was the last person who was appointed this time? There are about 20 people from the political world, about one former Minister Do Jong-hwan. I deliberately tried not to write a letter. The one color of intimacy is only a frame for criticism. Who was the head of the National Intelligence Service and the Chief of Audit and Inspection?” ―Some pointed out that communication, such as a press conference, was not as expected. “President Moon is more active in communication with the public than any other president in the past. Do you not reveal your position at that time through SNS, local visits, and field trips?” ―Isn’t there a way for the press to ask questions again and bring out the president’s thoughts deeper? “It is a problem for the press to ask questions that reveal intentionality in the question itself from the point of view of the media rather than what the people are curious about.”

-After the by-election, it is the presidential primary. There is a view that President Moon and Gyeonggi Governor Lee Jae-myeong, the leader of the passport, are awkward. “The president has no preference for who should be or who should not. It is a matter to be decided by the party members and the people.” ―Isn’t that sentiment in the ‘classmate camp’? “none. If elected as prescribed in the Party Constitution, all candidates must conquer and hold the presidential election around the elected candidates. There will be no such thing as the president’who is after us’.” ―Who is the successor to the Democratic Party? “It is right to refrain from moving during the by-election period. I focus on the line now, and it’s not too late to do it after that.” —Is the Chungbuk branch ready? “Neither is it the time to talk about it now, nor has I made any specific decisions.” ―Is the possibility of pardoning the former president alive? “First, it must be after the Supreme Court decision. Second, national consensus is important, and the starting point is an apology to the people. Third, it is not possible to consider former Presidents Park Geun-hye and Lee Myung-bak together as a former president.” ―For former President Park, is it that there is room for review if the premise is met? “Wouldn’t it be difficult to go straight to the slopes at once? In the coronavirus phase, shouldn’t the execution of the sentence be suspended first, and the pardon should go to step 2 as a later problem? Even if I go out to suspension of execution, I have to apologize.” —What’s the meaning of the greetings of the successor, Secretary General Yoo Young-min? “Isn’t it that I will keep my distance from Yeouido, and at the end of my term of office I will not be swept away by political controversy and lead the state administration to the center of policy. It must be said that the person who is the farthest from Yeouido was chosen.” —Is new momentum possible in inter-Korean relations? The government seems to be planning to use the Tokyo Olympics as an opportunity. “It will be an opportunity for conversation.” —How is Korea-Japan relationship? “We have put a lot of effort into thinking that normalization of Korea-Japan relations is in line with the national interests of our two countries, and that the current phase should be ended for future development. However, Japan has not shown a willingness to normalize in terms of domestic politics. I think the Japanese Prime Minister’s Office is using the conflict between Korea and Japan for political purposes.” —Can’t you see the road for a while? “As the United States insists on the necessity of cooperation between Korea, the United States, and Japan, it is preventing the worst cases within that framework.” —Isn’t US intervention acting as a pressure on Korea as well as Japan? “Aren’t we continuing to show efforts to normalize Korea-Japan relations?” —Is there any aspect of preemptive diplomacy that is conscious of the United States? “We are willing to resolve the conflict between Korea and Japan.” Editorial Writer Son Won-je [email protected]
