[지앤이타임즈] Korea Gas Safety Corporation (President Hae-jong Lim) implemented a reorganization in the first half of 2021, with the aim of expanding the hydrogen safety management organization and strengthening on-site safety management.

The’Hydrogen Safety Center’ was expanded and reorganized to the’Hydrogen Safety Technology Institute’ to promote comprehensive measures for hydrogen safety management and to play the role of a hydrogen safety management agency in accordance with the’Hydrogen Economy Promotion and Hydrogen Safety Act’ (hereinafter referred to as the Hydrogen Act).

The’Hydrogen Safety Technology Institute’ has significantly expanded from the existing two teams to five divisions for each safety management field.

In order to operate the hydrogen law and establish and amend detailed standards, a separate’Hydrogen Standards Department’ has been newly established.

With this reorganization, a total of 80 people, including 34 people at the Hydrogen Safety Institute, 4 people for standard operation, and 42 people for hydrogen safety research and training, will be in charge of hydrogen safety management personnel.

In particular, in order to respond in a timely manner to issues that are receiving national attention such as the construction of a hydrogen charging station, 14 of the 24 increase in hydrogen safety management approvals in 2021 were reflected early as of January 1 of next year through self-adjustment.

In addition, in order to respond to the golden time of gas accidents and to strengthen safety management in high-risk areas, a trend investigation team was established in each of the six regions, and the existing Chemical Safety Center was expanded and reorganized to the Ministry of Chemical Safety.

The’Gas Accident Emergency Response Team’, which is operating in three regions nationwide, has been expanded and reorganized into six regional accident investigation teams through the establishment and subdivision of the Gangwon region.

Gas accident response personnel have been able to solve the problem of having difficulty securing golden time in case of emergency situations such as gas leakage through inspection and inspection work and accident dispatch work in parallel.

In order to reinforce safety management in high-risk areas, the’Chemical Safety Center’, the legal inspection department of hazardous chemicals handling facilities, was expanded and reorganized to the’Ministry of Chemical Safety’, and the’Industrial Gas Safety Technology Support Center’, a department for neutralizing toxic gases and testing and certification. Was reorganized into the’Industrial Gas Safety Technology Institute’.

In particular, the’Ministry of Chemicals Safety’ expanded the organization to 63 people, three times more than 20 people in 2016 when the organization was newly established, so that legal inspections on facilities handling the rapidly increasing number of hazardous chemicals can be carried out without a hitch.

Business synergy was created by adjusting the functions of each director line and the integrated adjustment of distributed related functions by each office and office.

The’Innovation Personnel Office’ under the jurisdiction of the Planning and Management Director was reorganized into the’Human Resources Office’ and the’Administrative Support Office’ was reorganized into the’Management Support Office’ to reclassify functions within the department to promote synergy between tasks.

In addition, for the integrated adjustment of related functions, the’Excavation Construction Information Support Center’ was adjusted from the technical director to the safety management director, and the’Chemical Material Safety Department’ was adjusted from the safety management director to the technical director.
