This is a vehicle abandoned in various places in Jeongseon, Gangwon-do, centering on Sabuk and Gohan-eup near Gangwon Land.
In a recent thorough investigation by Jeongseon-gun, a total of 207 unauthorized vehicles were identified.
Seven out of 10 unauthorized vehicles were found in Sabuk and Gohan-eup.
Of the 9 towns, Sabuk-eup was the largest with 98 units, 47% of the total, and Gohan-eup was the second with 51 units.
The places where vehicles were abandoned were varied not only in uninhabited vacant places, but also in Gangwon Land, apartments, public parking lots, roadsides, and car repair shops.
Jeongseon-gun forced towing 108 vehicles, half of these vehicles to date.

◇ One of the side effects of gambling, a vehicle that secures gambling debt
Jeongseon-gun’s unauthorized vehicle problem is one of the side effects caused by Kangwon Land, a casino that allows Koreans to enter.
When the Gangwon Land Casino opened in late 2000, pawn shops lending money for gambling in Sabuk and Gohan opened up like a boom.
Vehicles were the representative collateral for pawn shops, and the number of pawn shops collateral increased exponentially.
The surge in pawn shop security vehicles began to occupy public parking lots, and a parking war broke out in Sabuk and Gohan.

◇ Compulsory treatment of towing, scrapped vehicles, etc. from May 2018
Jeong Seon-gun revised the related ordinances and began compulsory treatment of long-term parking vehicles such as towing and scrapping vehicles from May 2018.
Only 101 vehicles that have been forcibly processed in the last two years have reached 101, including 27 in 2019 and 74 in 2020.
However, illegally neglected vehicles are steadily occurring.
Eventually, Jeongseon-gun began a’clean sweep operation’ of unauthorized vehicles such as a massive joint crackdown.
This is because we judged that this year, when pawn shops around Gangwon Land were drastically reduced due to the novel coronavirus infection (Corona 19), is the right time to completely clean up unauthorized vehicles.
On the 16th, Kim Young-hwan, safety manager Jeong Seon-gun, asked for active cooperation and understanding of the local residents, saying, “We will completely clean up any unauthorized vehicles that cause inconvenience to the residents such as parking difficulties and harm the city’s public and private sectors within this year.”
