Discussions by the National Assembly to deal with the Gadeok New Airport Special Act began with an agreement between the opposition parties, but as the government ministries’ Vito and the Daegu-Gyeongbuk (TK) politics rebound in earnest, reefs are expected to be dealt with. ■Gimhae Airport Survival Problem in New Airport Construction

Rep. Busan City is promoting the’two port’ of Gimhae Airport’s domestic and military airport functions, while Gadeok New Airport operates as an international port. However, some are raising concerns about whether there will be demand by separating only international airports and the cost of the two-port operation.

In this regard, Park Dong-seok, head of the New Airport Promotion Headquarters of Busan City, said on the 7th, “This is not something to be discussed in the special law processing stage, but a matter to be decided and reflected in the future basic plan establishment.”

■Exemption from Sata/Preta/Environmental Impact Assessment

Simplification of administrative procedures is the most essential part of the Gaduk New Airport Special Act, but the position of the government department is still stubborn.

In the case of the pre-feasibility study, the city of Busan simplified the preliminary feasibility review research service for the Yeongnam area new airport in 2016, and promoted exemption from the preliminary feasibility study, and stipulated this in the special law of the opposition parties. However, the Ministry of Land, Infrastructure and Transport said, “At this point, compared to the 2016 survey, there are significant changes in aviation demand, airport facility layout, and scale, so it is difficult to apply them.” In addition, it is a position that careful review is necessary for exemption from preliminary feasibility studies to prevent budget waste and improve fiscal management efficiency. The Ministry of Strategy and Finance also said, “It is necessary to verify the feasibility through preliminary feasibility review by the competent ministries to promote the new airport such as location.”

The People’s Power Joo Ho-young appeared on the radio on the 5th and seemed to express a forward-looking position, saying, “We will review from a positive standpoint”, but “Gadeok New Airport Special Act almost omits three things: cost estimation, environmental impact assessment, and preliminary feasibility study. In the case of environmental impact assessment, the implementation plan according to the enactment other than the Airport Facilities Act is not subject to the environmental impact assessment, but the Ministry of Environment expressed the position that the enforcement ordinance should be amended and added as a target.

Established a separate airport corporation

The city of Busan plans to promote the establishment of a separate airport corporation that will be in charge of the operation of Gadeok New Airport. This was also included in the Democratic Party. Like Gimhae Airport, it is not affiliated with Korea Airports Corporation, but the intention is to establish a tentatively named Booulkyung Airport Corporation to participate in airport operations and reinvest profits.

However, the Ministry of Strategy and Finance expressed an opinion that it is better to use the existing Korea Airports Corporation or Incheon International Airports Corporation in consideration of economies of scale, experience and know-how accumulated so far, rather than establishing a separate airport corporation.

Korea Airports Corporation also expressed its opposition because it was excluded from the management of Korea Airports Corporation when establishing a separate construction that operates only Gaduk New Airport, and it is difficult to preserve other deficit airports due to a decrease in profits from the construction.

In addition, it was pointed out that the expression’gateway airport’ is not a term used in airport-related laws or plans. Also, regarding the ruling party’s stipulated’early construction to host the 2030 Busan World Expo’ as the basic direction, it was pointed out that the invitation of the fair was decided in 2023 and has not been confirmed yet.
