[에너지데일리 김규훈 기자] 53 projects have been confirmed as new projects this year for the’Autonomous Driving Technology Development Innovation Project’, which the government is promoting from this year to 2027, with an investment of 1.1 trillion won.

The Ministry of Trade, Industry and Energy (Minister Sung Yun-mo), the Ministry of Science and Technology Information and Communication (Minister Ki-Young Choi), the Ministry of Land, Infrastructure and Transport (Minister Byun Chang-heum), and the National Police Agency (Chief Director Kim Chang-ryong) will be newly launched in 2021. As tasks, 53 projects worth 85 billion won were announced.

The project submission period is from February 1st to February 17th, and detailed project proposals (RFPs) can be found on the website of the Korea Industrial Technology Evaluation and Management Agency, Information and Communication Planning and Evaluation Institute, National Land, Transportation Science and Technology Promotion Agency, and the National Police Agency.

This project is a project jointly promoted by four ministries including the Ministry of Industry to leap to the No. 1 country in the future car field, one of the three BIG industries (system semiconductor, bio health, and future cars). The total project cost from 2021 to 2027 is 1 trillion. 97.4 billion won will be spent.

The autonomous driving technology development innovation project is a project in which 1.97 trillion won will be invested, including 832 billion won in national expenditure, with the goal of completing the foundation for commercialization of convergence level 4+ autonomous vehicles by 2027.

The contents of the project include new vehicle convergence technology, new ICT convergence technology, new road traffic convergence technology, autonomous driving service, five areas of autonomous driving ecosystem, and a total of 84 detailed tasks will be supported.

According to the government, the current self-driving technology is at Level 2 level, which assists the driver’s driving, and Level 3 self-driving cars that are capable of conditional autonomous driving (requires driver intervention in case of an emergency) are expected to be released within the next 1-2 years.

However, level 4 level fully autonomous driving is a level that does not require driver intervention even in emergencies as the vehicle recognizes and judges the situation by itself, so the government analyzes that innovative changes in not only vehicles and parts, but also ICT and road traffic are required.

Accordingly, four ministries, including the Ministry of Industry, plan to focus on supporting five major fields such as new vehicle convergence technology, new ICT convergence technology, new road traffic convergence technology, service creation and ecosystem construction, with the goal of completing the convergence level 4 fully autonomous driving base in 2027.

According to the main business content and support plan (draft) in five areas this year, in the case of new vehicle convergence technology (Ministry of Industry), 25 projects such as image recognition and processing, vehicle platform and evaluation technology for zero-accident level systems, by 2027, will be KRW 2298 billion. Is supported, and 18.2 billion won will be invested in 15 projects this year.

The ICT convergence new technology (Ministry of Science and Technology) will provide KRW 135.7 billion for 21 projects such as data communication technology using AI, cloud, and edge, autonomous driving SW and verification technology, and 21 billion KRW for 13 projects this year.

The new technology for convergence of road traffic (Ministry of Land, Infrastructure and Transport) is invested in 16 projects to secure safe driving by linking traffic infrastructure information such as roads and traffic safety facilities with autonomous driving technology, and 20.2 billion won to 11 projects this year.

Service creation (Ministry of Land, Infrastructure and Transport) will provide 9 billion won for 7 tasks for creating new autonomous driving services to solve social issues such as support for mobility of the vulnerable, and 8.3 billion won for 3 tasks this year.

The ecosystem construction (common) is 141.9 billion won for 15 tasks, including safety evaluation technology, standardization and improvement of related laws and systems, and 17.4 billion won for 11 tasks this year to create an autonomous driving ecosystem.

Through this, it is a strategy to increase the technology level from 82% to more than 93% in the future by promoting’Development of New Vehicle Convergence Technology’ aiming at the world’s best vehicle technology.

Accordingly, the core technology of Level 4 autonomous vehicles such as ▲ autonomous driving computing technology, ▲ cognitive predictive sensing technology, ▲ precise positioning technology, ▲ cooperative control technology, ▲ autonomous driving-passenger interaction technology, ▲ safety design technology, etc. Development is being promoted, and this year, 15 tasks (18.2 billion won), including ▲ core cognitive sensor module, ▲ AI-based high-performance computing technology, ▲ autonomous vehicle platform, will be initiated first.

It will also promote the’ICT convergence new technology development’ that can support level 4 or higher autonomous driving. To this end, in order to enhance the safety of autonomous driving and enhance intelligence, ▲ a 3-tier autonomous driving structure that links the high-performance cloud server and edge computing of the transportation infrastructure, ▲ vehicle communication (V2X) connecting the vehicle inside and outside, ▲ security technology, etc. Develop. This year, 13 tasks (21 billion won), including ▲ autonomous driving recognition, judgment, and control AI SW technology, ▲ autonomous driving learning data collection and processing technology, will be launched first.

In addition, it is also proceeding with the’Development of New Road Traffic Convergence Technology’ for the safe operation of Level 4 autonomous vehicles, which is difficult to implement with only vehicle sensors. To this end, ▲ road traffic facilities and convergence plans, ▲ cooperation between various traffic subjects (drivers, vehicles, pedestrians, infrastructure, traffic centers, etc.) are developed. This year, ▲ a digital road and traffic infrastructure convergence platform, ▲ road conditions 11 tasks (20.2 billion won), including cognitive enhancement technology, will be initiated first.

It will also promote the creation of’autonomous driving services’ to create new industries such as mobility support for the transportation disadvantaged and demand-responsive public transportation, and to solve social issues.

Accordingly, various services such as ▲ mobility support for the traffic weak (disabled, the elderly, etc.), ▲ autonomous public transportation service that responds to real-time demand, ▲ car-sharing service, ▲ emergency vehicle traffic support for public safety. Promote development. This year, three tasks (8.3 billion won) will be initiated first: ▲ support for the traffic weak, ▲ public transportation to respond to demand, ▲ road traffic infrastructure monitoring and emergency recovery support.

Finally, we will promote support for’building an autonomous driving ecosystem’. ▲Development of a global standard system and test standards (to reflect more than 5 international standards) for global leadership in the autonomous driving field, ▲safety evaluation technology for collision situations, ▲autonomous driving traffic accident analysis system development and related laws and systems improvement .

In 2021, all tasks related to ecosystem construction, such as ▲ standards and ▲ safety evaluation technology, will be initiated, and a total of 11 projects (17.4 billion won) will be launched.

In the future, the four ministries plan to fully support the commercialization of outcomes in order to achieve the business goal of’Laying the foundation for commercialization of convergence level 4 autonomous driving’.

In addition, 7 major autonomous driving services that the public can feel are developed, and the developed autonomous driving services have been demonstrated in urban-scale living lab demonstration environments from 23 to 27 to increase public acceptance of autonomous driving. I plan to go.

In particular, the four ministries plan to avoid sporadic and competitive business promotion, and to build a practical cooperation system to improve project performance.

Relevant ministries such as the Ministry of Industry have successfully cooperated through a multi-ministerial council consisting of four ministries managers (managers) and experts from specialized agencies in the process of preparing for the project. By launching it, we will accelerate the integration of business management and creation of business results.”

In addition, he emphasized that “this project is one of the core projects of the Digital New Deal, and it will become a momentum to change the paradigm of the domestic automobile industry and roads and traffic.” Said.
