Until now, the selection of local talents has been a recommendation, not an obligation, and there have been criticisms about whether or not the recommendations are met every year. Along with the mandatory selection, the criteria for applying for regional talent selection at local universities will be strengthened. The target for the selection of local talents has been changed from’high school graduates in the region’ to’students who graduated from non-metropolitan middle schools and regional high schools and lived there. The qualification requirements were reinforced from the 3rd year of high school to the 6th year of middle school graduation and residence conditions were added. The application of the reinforced application qualifications begins in the 2028th grade. The Ministry of Education announced on the 26th that 10 bills, including the Local University and Regionally Balanced Talent Development Act, have passed the National Assembly plenary session.

Local talent is a system implemented in accordance with Article 15 of the Act on Fostering Local Colleges and Fostering Balanced Local Talents (Local College Fostering Act). It was introduced with the aim of preventing the departure of outstanding talent in non-capital regions as the trend toward universities in the metropolitan area accelerated. Even without going through the regional talent screening, it is recommended that the number of enrolled students who have graduated from local high schools out of the total number of enrolled students should exceed a certain percentage. In the case of local talents in the medical field, problems such as’unsatisfactory ratio’ and’entrance of people from other regions such as the metropolitan area’ were occurring, so it was necessary to make the selection of local talents mandatory and strengthen application qualifications. However, in the case of law schools, considering the situation in which law schools in the metropolitan area are concentrated, experts say that the problem of lack of local talent will not be resolved.

The selection of regional talents for medical and professional graduate schools is mandatory from 2023 in the recommendations. The regional talent screening was introduced with the aim of preventing the departure of outstanding talents in non-capital regions as the focus on universities in the metropolitan area accelerated. However, as it was applied as a recommendation rather than an obligation, it was pointed out whether or not the recommendations were met every year. According to the’Recommended Ratio of Local University Medical/Pharmaceutical Field Selection Recommendations for the Last Five Years (2016-2020),’ received from the Ministry of Education in October last year, 13 out of 39 medical departments (dentures) that operated the 2020 regional talent screening. It was found that the place did not meet the recommended rate. In response to the controversy over the selection ratio of local talent, a bill containing the mandatory selection of a certain percentage of local talent was proposed in June of last year, and the plenary session passed on the 24th.

Qualifications for applying for local talent will be strengthened from the 2028th grade. This is a change from the current’local high school graduate’ to’a person who graduated from a non-metropolitan junior high school and a high school in the region, and resided in the area where the school is located during the enrollment period’. Since the location of the graduated high school was limited, it was reinforced by adding additional conditions to the graduation standards of junior high schools in the same region as the high school and living in the school location during the enrollment period. The need for reinforcement of the qualifications has been raised as more and more cases of’abuse’ the fact that only high schools from which they have graduated are considered as qualifications for the local talent screening. In fact, in October last year, Rep. Kang Min-jeong (Open Democratic Party) analyzed the status of final enrollees for the regional talent screening at 8 National University Medical Schools from 2018 to 2020, and found that 10.1% of the students admitted to the regional talent screening were from the metropolitan area. In particular, 49 out of 58 people from other regions were from the metropolitan area, and 16 out of 49 are known to be from Gangnam 3-gu, Seoul. It was pointed out that the operation was contrary to the original purpose because the successful candidates from the metropolitan area and Gangnam 3-gu came out in the regional talent screening, which is operated to provide practical opportunities to students from the region. At the time, experts pointed out that due to the loose application qualification regulations, some people from the metropolitan area, who graduated from private high schools, etc., have applied for local talent and passed.

On the other hand, in the case of law schools, the problem of lack of local talent is expected to continue. In the case of law schools, this is because applicants are crowded with law schools in the metropolitan area. Last year, the national audit of local national universities found that the admission rate of local talents at Chungnam/Chungbuk University law schools did not reach the recommended proportion of 20%. In the case of Chungnam National University, 15% (16) in 2019, and only 10% (8) in 2019. At the time, Chungnam National University president Oh Deok-seong said, “If the mandatory ratio is filled and selected, the enrolled students are escaping to the law school of universities in the metropolitan area. Increasing the number of local talents in consideration of the number of defectors can be a method, but reverse discrimination may occur. “If we can reflect even high school like Uijeongbu, we can select better local talents.”
