According to the Seoul Metropolitan Government on the 18th, on the previous day, the city issued an administrative order requiring all foreign workers in the city to be tested for Corona 19. The period is until the end of this month and covers all foreign workers, including undocumented foreigners. According to the Seoul Metropolitan Government, at least 60,000 people are eligible. However, among foreigners, there is a voice that this executive order measure is’discriminatory’ when compared to the case of Koreans who identify test subjects based on the risk of transmission of infection. British Embassy Counselor Graham Nelson said, “Many foreigners are expressing concern in the movement of requiring only foreigners to be prosecutors in Gyeonggi-do, Seoul and other regions.” “We should target the working environment where corona spreads easily.”

Chairman James Kim Amcham sent an e-mail to member companies that day, saying, “We are in consultation with the Korean government to revise the total investigation of foreigners’ COVID-19 that Gyeonggi Province and Seoul are conducting,” and “the Korean government will announce improvement plans soon.” . As a result of the Seoul Metropolitan Government’s measures, foreign university professors living in Seoul, reporters of foreign media, and foreign employees working for foreign companies are obligated to prosecute.

The politics also pointed out that the Seoul Metropolitan Government’s administrative order is discriminatory. Lee Sang-min, a member of the Democratic Party of Korea, criticized the previous day on his Facebook page as “an act of unfair racial discrimination against foreigners, an act of human rights violations that can lead to international embarrassment.”

University districts are also showing repulsive movements after the official letter of the administrative order for the Corona 19 diagnostic test was delivered to foreign teachers. An official at Seoul National University said, “It is discrimination to force teachers to test for Corona 19 because they are only foreigners,” and said, “We are considering an application for temporary injunction to suspend the execution of an administrative order.”
