The Ministry of Science, ICT and Future Planning announced on the 4th that the’Comprehensive Implementation Plan for Science and Technology·ICT R&D Projects for 2021,’ with a total investment of KRW 5.816 trillion, has been finalized and the business is in earnest.

This comprehensive implementation plan is KRW 4.60 trillion in the field of science and technology excluding research and operation expenses of the National Science and Technology Research Association and direct affiliated institutions out of the total R&D budget of 8,868 billion KRW, and 1 trillion in the information and communication broadcasting (ICT) field. It targets 210 billion won.

In detail, △ basic research (1,802.9 billion won), △ original research (2,8459 billion won), △ R&D commercialization (341.5 billion won), △ manpower development (254.9 billion won), △ R&D foundation (574.9 billion won), etc. Contains.

The comprehensive implementation plan contains nine key investment directions in the three areas, including △reinforcement of research area and foundation, △securing future growth engines, △improving the quality of life experienced by the people, and improvement of researcher-friendly R&D processes.

◇Newly promoted’Sejong Science Fellowship’ to strengthen the amount and base of research

For’reinforcement of training capacity and foundation’, we will first promote the expansion of future capabilities by supporting young scientists and basic research. In particular, the’Sejong Science Fellowship’ will be newly promoted to support young scientists, including postdoctoral researchers, to conduct desired research by freely moving to the laboratory.

In addition, in order to cultivate creative and convergent talents in the field of the 4th industrial revolution and innovative growth, 370 professionals in the space field will be trained in 2021 to support the cultivation of advanced R&D talents, and the use of scientific talents such as domestic and foreign talents and unemployed persons will be promoted. To prepare for the 4th industrial revolution, we will also promote the cultivation of talents at the master’s and doctoral level by carrying out R&D projects in promising ICT fields such as the establishment of two new artificial intelligence graduate schools (2 locations) and next-generation communications.

In order to establish a foundation for R&D such as regional innovation and infrastructure support, a budget of 141.8 billion won will be invested to commercialize research results in special zones, commercialize Jiangsu special zones, and foster R&D innovation valleys. In the field of’securing future growth engines’, 2879 billion won will be invested to reinforce the independence of small managers to secure core materials in key industries and original technologies for responding to future trends. .

◇To improve the quality of life for the people… Infectious disease treatment, vaccine development, social problem solving technology development

In order to’improve the quality of life experienced by the people’, we support the commercialization and start-up of R&D technology. By increasing the number of leading startup universities to 20 in 2021, it promotes laboratory startups and supports fast track commercialization.

In addition, 41.9 billion won will be invested to respond to new infectious diseases to develop treatments and vaccines and to build infrastructure. In addition, to secure core bio-health technologies that will lead to improved quality of life, support for the entire R&D cycle of medical devices and regenerative medicine will be expanded.

In order to solve social problems such as carbon neutrality and crime prevention, we also support the development of new and renewable energy and carbon capture, storage, and utilization (CCUS) technology, and invest 11.8 billion won to prevent the spread of illegal photographs, and R&D and abolition related to voice phishing prevention. ICT-based social problem solving technologies such as improvement of disease accuracy will be promoted.
