According to a high-ranking official from the Seoul Metropolitan Government and autonomous districts on the 5th, the city and the Seoul City Mayor’s Council agreed to pay a total of 500 billion won worth of disaster assistance, and held a meeting this morning to discuss details. This is the full-scale implementation of the plan announced by the mayor’s council on the 25th of last month.

The Seoul-Autonomous District Disaster Subsidies were initiated by the District Mayors’ Council, where the heads of 25 autonomous districts in Seoul gathered. It was confirmed that the Seoul Metropolitan Government recently decided to support 300 billion won (US$300 million) as suggested by the council on the 25th of last month. The city of Seoul plans to cover the disaster support fund from the Disaster Management Fund.

300 billion won in Seoul + 200 billion won in autonomous districts

The 25 districts in Seoul have decided to raise a total of 200 billion won to provide disaster support in accordance with Corona 19. Disaster subsidies are not distributed equally between districts. It is a method of providing 200 billion won out of the 300 billion won contribution to the city in a one-on-one matching with 200 billion won in autonomous districts, and the amount of support is expected to vary depending on the size of the support target by region. The boroughs plan to finance their net world surplus (taxes earned minus total expenditures).

The policy of the Seoul Metropolitan Government and the autonomous districts for this disaster support payment is to fill the blind spot of government support. The intention is to help recover the damage caused by Corona 19 by supplementing or designating additional targets for industries that are missing from the government’s disaster support payment target. A Seoul city official said, “It is not confirmed, but it is highly likely that chartered bus drivers, etc., which are excluded from the government subsidy payment, will be included in this payment.”

Will it be’duplicated support’ with government disaster subsidies?

It is known that the Seoul Metropolitan Government and autonomous districts have gathered opinions on the direction that government subsidies and duplicate collections should be allowed for some industries. For example, it is said that the opinion that additional compensation at the local government level is needed separately from the government compensation as it suffered a great deal of damage in industries subject to collective prohibition or restriction.

The timing of the application is planned to match the speed of the government’s promotion in the case of cash payments.
