◆ Management of small business owners and restoration of commercial power

First of all, the SMEs will actively review the establishment of an emergency support system for small business owners, such as support funds and emergency loans, and a loss compensation system.

In addition, in order to relieve the burden of rent, the institutional foundation will be strengthened by supplying a special loan of 4 trillion won and expanding the tax system to spread the private voluntary movement for good renters.

It plans to expand tax and legal advice and strengthen support for employment and re-enterprise commercialization in order to reduce the burden of business closure for small business owners and to recover quickly. Cooperation with private and public organizations, transfer of business know-how to small businesses in the future, and linking support plans are also promoted.

In addition, the digitalization of small businesses, including 100 digital traditional markets, 20,000 smart stores, and 800 smart supermarkets, will be promoted in earnest in order to revitalize the business district, the workplace of small business owners.

It is also planning to promote the’Digital Commercial Renaissance’, which supports digital special streets and online sales in a single commercial district as a package.

In addition, it plans to promote the enactment of the Local Commercial Rights Act, the expansion of the issuance of Onnuri gift certificates, support for small business owners entering online malls, and support for sales channels that combine the subscription economy.

◆ Fostering ventures and start-ups into leading economies

In the post-corona era, the Ministry of Strategy and Finance is promoting three major boom projects, such as a startup boom, an investment boom, and an export boom, to become a leading economy for ventures and start-ups.

First, it will revitalize the’startup boom’ of leading economies such as digital, non-face-to-face, and green economy.

In order to promote startups and accelerate growth of innovative ventures and start-ups in the digital and non-face-to-face fields, K-projects such as K-non-face-to-face and K-unicorn will be promoted.

To create a green innovation ecosystem, it is planning to foster 100 promising Green New Deal companies by 2022 and establish a green startup town.

We are also actively promoting the’Venture Investment Boom’ project, which continues the achievements and enthusiasm of last year’s largest venture investment and fund formation.

The’Smart Korea Fund’ will be created with an additional KRW 1 trillion this year following 1.3 trillion won last year. It is also planning to establish a Silicon Valley-style Venture Debt system to eliminate the funding blind spot within the existing system.

It will also promote the’Export Boom’ project of small and medium-sized venture startups through’Brand K’, a national small and medium-sized joint brand, and non-face-to-face and online exports.

To raise brand K awareness, the company plans to establish a’Flagship Store’, a new K-Startup Center in Paris, and a startup hub in Ulaanbaatar, Mongolia.

◆ Establish a foundation for SME growth through digitalization, low carbonization, and regional innovation

Accelerate the innovation of traditional SMEs through chimney manufacturing plant innovation projects such as smart manufacturing innovation and eco-friendly process innovation.

In order to establish an artificial intelligence manufacturing platform (KAMP) without a hitch and to systematically support smart manufacturing innovation, the Manufacturing Innovation Law is enacted.

As a leading model for manufacturing innovation, it plans to build 1000 5G + artificial intelligence smart factories and 100 K-smart lighthouse factories by 2025.

A special law on decarbonization management will be established for eco-friendly process innovation in chimney manufacturing plants, and a dedicated fund will be established to strengthen financial support.

In addition, in order to revitalize the transformation and innovation of new business by SMEs, it actively supports preemptive debt adjustment before pioneering new business and entering the insolvent stage. The related laws are also planned to be revised so that entry into new business fields and productivity innovation are widely recognized as targets for business transformation.

In addition, with the end of the demonstration period of the 1st and 2nd Free Regulatory Zones, the establishment of the special zone system, such as legal reform and temporary permission conversion, will be promoted to create results.

The company plans to expand the number of low-carbon and eco-friendly special zones to 20 by 2025, which will play a leading role in the demonstration of carbon dioxide capture and utilization technology.

It was decided to focus on fostering ‘100 Leading Regional Innovation Companies’ with cities and provinces in connection with key industries in new regions, and to discover and promote regional representative projects.

In addition, it plans to improve the effectiveness of protecting the business areas of SMEs and small businesses by devising measures to improve the business type suitable for livelihood and the business coordination system.

It is also planning to promote a new KRW 1 trillion in win-win cooperation fund.

In addition, it is planning to strengthen win-win cooperation in the field of small managers, such as cultivating small managers in the eco-friendly field, by signing a’caring company’ agreement by intensively discovering innovative small and medium-sized venture companies, such as non-face-to-face and digital, and carbon-neutral fields.

It also promotes win-win economy through solidarity and cooperation among economic actors. We will advance the’Big Star Solver Platform’, a platform for startups to solve problems presented by large corporations.

Through periodic communication with SMEs, ventures, and small business owners, performance checks centered on field and communication, such as confirming the performance of the support policy and whether the site is settled, are carried out.
