The ban on private gatherings for more than 5 people was also kept as it is, but the immediate family members were excluded. As the ban on private gatherings with more than 5 people is prolonged, the public’s fatigue and civil complaints increase, and the quarantine acceptance declines. In addition, following the non-metropolitan area, the operating restrictions for multi-use facilities in the metropolitan area will be extended by 1 hour from 9 pm to 10 pm.
At a meeting held on the 13th, the Central Disaster and Safety Countermeasure Headquarters (hereinafter referred to as the script) received a report on the’social distancing adjustment plan’ from the Ministry of Health and Welfare’s Central Accident Control Headquarters (Headquarters Minister Kwon Deok-cheol).
◇Restrictions on the operation of 1 million business establishments such as academies and reading rooms in the metropolitan area, restaurants and cafes in the metropolitan area are lifted
According to the script, the metropolitan area showed a stagnation with an average of 200 patients per day at the end of the 4th week, and the non-metropolitan area decreased to an average of less than 100 per day. Nationally, the number of confirmed cases has declined to below the level of 2.5 (average of 400 to 500 per week), and the metropolitan area meets the level 2 criteria and the non-metropolitan area meets the level 1.
However, group infection in religious facilities such as churches continues, and the outbreak of mutant viruses in Korea is also increasing. However, there have been many pointed out that operating restrictions and collective bans continued to increase economic damage to the common people, and that the difficulties of self-employed and small business owners are also increasing.
According to the script, a number of self-employed and small business associations and organizations have requested a plan to allow additional business while complying with the quarantine rules thoroughly. In the metropolitan area, about 480,000 businesses such as academies, reading rooms, and theaters will be lifted, and about 520,000 places in the non-metropolitan area, including restaurants, cafes, and indoor sports facilities, will be lifted. Subsequently, the metropolitan area extends the business hours of restaurants and cafes from 9 pm to 10 pm by 1 hour.

◇Open until 10 pm, such as entertainment bars and collages… Only window seats on railroads are sold off

Considering the end of the Lunar New Year holiday, the measure to sell only window seats for railroad tickets is also lifted.
It also operates an autonomous quarantine compliance inspection and monitoring system led by associations and organizations. For businesses that violate the quarantine rules, the local government enforces a collective ban (administrative order) for two weeks, separate from the penalty for negligence.
It is also expected to strengthen claims for reimbursement rights for managers and users who violate the quarantine rules. At the same time, quarantine measures for facilities with a large number of population infections and high risk are strengthened.
