[아시아경제 호남취재본부(제주) 박창원 기자] On the 23rd, the Jeju Special Self-Governing Province announced measures to strengthen special quarantine during the year-end and New Year holidays in order to break the link of further spread of group infection in the province and prevent the occurrence of new confirmed cases.

This is a special measure as the Central Disaster and Safety Countermeasures Headquarters (hereinafter referred to as the critical script) announced the previous day to actively participate in the special quarantine during the year-end and New Year holidays and as daily infections continue to occur in the province.

This year-end and New Year’s special measures to strengthen quarantine will be applied from 00:00 on the 24th to 24:00 on January 3rd.

The main contents include ▲Strengthening restrictions on private consumption, such as banning meetings with more than 5 people ▲Strengthening the quarantine management of facilities with high risk of infectious diseases such as nursing hospitals, facilities, and religious facilities ▲Management of tourist attractions such as inducing the closure of major tourist attractions including national and public tourist facilities ▲Snow sledding, etc. A ban on gatherings for winter sports facilities ▲Including strengthening regulations on accommodation facilities such as hotels, guesthouses, and rural and fishing villages.

In particular, restaurants, private gatherings, dinners, and parties with more than 5 people are prohibited at all.

Private gathering refers to a collective activity in which five or more people with the same purpose (limited to private purposes such as formation of friendship) gather at the same time in the same place. For example, alumni associations, clubs, picnics, workplace dinners (excluding lunch and dinner inevitably held during working hours), workshops, retreats, step-by-step meetings, housewarming, year-end party, first-birthday party, sixtieth birthday, Chilsunyeon, and online cafe Jeongmo are applicable.

It is forbidden to make a reservation with more than 5 people or to enter the restaurant with more than 5 people.If this is violated, a fine of less than 3 million won for the operator and less than 100,000 won for the user may be imposed or the right to remedy may be charged.

It is also not allowed for 5 people with the same party to enter at a different time or to use different tables at the same restaurant.

However, in order to secure effectiveness, the plan is to allow exceptions to cases related to essential public affairs and corporate management activities such as family members and other people with the same residence on the resident registration card, weddings, and dinners that are inevitable during working hours.

Group bans are enforced for’party rooms’ that are frequently used as venues for private meetings and parties. It refers to a facility that rents space for individuals with the purpose of holding various parties (birthday party, club/club meeting, Christmas party, year-end party, new year party, wedding/birth anniversary party, etc.).

The quarantine management of facilities where a number of confirmed cases occurred in and outside the province, such as nursing and mental hospitals, and religious facilities, will be strengthened. Nasopharyngeal smear PCR (gene amplification) diagnostic tests are conducted on a two-week basis in nursing care and psychiatric hospitals, and the access of outsiders inside the facility is strictly controlled and private gatherings of workers are prohibited.

Religious facilities are in principle non-face-to-face except for the required personnel for regular worship, Mass, court meetings, and ceremonies, and meetings and meals organized by religious facilities are suspended.

Major tourist attractions, including major national and public tourist facilities in the province, are under intensive management by inducing temporary closures as much as possible. Sunrise attractions such as Seongsan Ilchulbong Peak, Songaksan Mountain, Wondangbong Peak, Sarabong Peak, and Dodubong Peak, and Hallasan National Park and other places that are expected to be visited by a large number of people during the year-end and New Year holidays will be preemptively closed temporarily.

Although there are no winter sports facilities in the province such as ski resorts, snow sledding rinks, and skating rinks, entry is planned to be banned in consideration of the fact that a large number of people are crowded at natural snow sledding grounds such as the horse ranch in the middle of Mt. Halla.

For hypermarkets and traditional traditional markets, ▲ mandatory heat check ▲ mandatory prohibition of use of tasting, tasting, sample products, customer events, and rest area (rest room, chairs, etc.)

Reservations for accommodation facilities such as resorts, hotels, guesthouses, and farming and fishing villages in Tokyo are limited to within 50% of the rooms, and guests who exceed the number of rooms in the room are not allowed to stay. It is strongly recommended that parties hosted by individuals in the lodging facility be prohibited, and New Year’s events and parties organized by lodging facilities are prohibited.

In the case of accommodations where more than 50% of the reservations have already been made or reservations exceeding the number of rooms have occurred, users will be informed of the reservation cancellation procedure and refund policy, and to adjust the reservation within 50%.

Jeju Island Governor Won Hee-ryong said, “Even if we take into account cancellation of reservations, we would like to send out relevant officials so that we can focus on super-strong quarantine and promote them to cooperate with related organizations and residents.”
