This move is because China has clarified the policy of promoting the reform of the Hong Kong election system, which the West opposes. In response to China’s enforcement of the Hong Kong National Security Act, the EU previously decided to restrict the export of technology that could be used for repression or surveillance in Hong Kong. Last month, foreign ministers of EU member states agreed to take further action if Hong Kong’s electoral system or judicial independence was compromised.
