From 2025, when 6th graders of elementary school enter high school this year, the’high school credit system’ will be implemented, in which high school students must take 192 credits for three years to select and take necessary subjects like college students. Failure to meet established attendance or achievement standards may result in a postponement of graduation. On the 17th, the Ministry of Education announced the’Comprehensive High School Credit System Promotion Plan’ containing these contents. High school credit system is a system in which high school students select and complete courses according to their career path and aptitude, and earn credits for courses that have reached the completion criteria. In the sense that’customized education’ is possible by guaranteeing students’ right to choose, the education authorities regarded the introduction of the high school credit system as a key driver of future education, and for the past three years, have been preparing for the introduction through research and leading schools. In this comprehensive promotion plan, the Ministry of Education unveiled the specific operation plan of the high school credit system, and said, “We will apply the system to all high schools in 2025, starting with specialized high schools from 2022, through the process of applying the system in stages. When the high school credit system is introduced in the 2025 school year, the standards for high school classes and academic management will change from the existing’unit’ to’credits’. If you take classes for a total of 16 weeks on a per week basis for 50 minutes, you will earn 1 credit. The Ministry of Education presented 192 credits (174 credits in subject matter, 18 credits in creative experiences) that must be completed for three years. However, it is a plan to set standards separately for the minimum number of credits that must be taken during one semester in order to avoid the harmful effects of rushing classes in the first and second grades and immersing in the entrance exam in the third grade. to be. In order for students to complete courses and earn credits, they must meet the course attendance rate and academic achievement rate. The attendance standard is at least two-thirds of the number of classes, and the academic achievement standard is at least 40% of the amount of learning set in the curriculum. If the academic achievement does not reach 40%, the achievement level’I’ (incomplete) is received and the subject cannot be completed. If there is a non-completion, you will be given an opportunity to acquire credits again through’replenishment completion’, such as performing a separate assignment or completing a supplementary course separately. If you don’t even complete this, you may not be able to graduate for three years.

In line with the introduction of the high school credit system, the current grade-based internal evaluation system will also change to focus on achievement evaluation. It means that in order to eliminate distortions, such as not taking the subject he wants to listen to, as a result of the unfavorable occurrence of the internal grade, the absolute evaluation factor is raised rather than relative evaluation. Currently, the achievement evaluation system is applied in 3 steps (A(A)~City(C)) only for career elective courses among ordinary courses. From the 2025 school year, 6 steps (for all elective courses such as general, convergence, and career) are applied. A(A)~I(I)) will be used to indicate achievement. However, it was possible to calculate the percentage of students by achievement level. In the case of common subjects, the degree of achievement is also indicated. The key to the establishment of the high school credit system is whether students tied to individual school units can be guaranteed the right to study according to the course they designed. Accordingly, the Ministry of Education announced that in order to secure the capacity of teachers and instructors first, the Ministry of Education will arrange course tour teachers at the Education Support Office starting this year so that individual schools can arrange classes even if there are no teachers in charge. In addition, we plan to improve the system so that experts outside the school can temporarily take charge of specific subjects only in cases where it is difficult to secure teachers in scarce fields or rural areas. It also promotes ways to recognize’out-of-school education’ as credits, which are conducted at local community institutions. The mid- to long-term teacher supply plan to be prepared by 2022 will also reflect the increase in demand for teachers following the introduction of the high school credit system. Another key concern is that if only the high school credit system is introduced without any change in the university entrance examination system, the system will be out of shape in the field. In particular, some point out that the introduction of a high school credit system in high school is contradictory, with the “regular expansion” as the basis for college admission. In response, the Ministry of Education said, “We will begin discussions on applying the future SAT and college entrance directions that reflect the new educational system, such as the 2022 revised curriculum and high school credit system, from 2028.” In addition, the reorganization of the high school system, which includes the conversion of special high schools and self-accidents to general high schools in 2025, the Green Smart Future School project, and the transition to future education due to the COVID-19 outbreak, are linked with the introduction of the high school credit system.
