On the 11th, the government announced that it had confirmed 20 suspected speculation as a result of a total investigation of 14,000 employees of the Ministry of Land, Infrastructure and Transport and 14,000 LH employees on the 11th due to allegations of speculation by employees of the Korea Land and Housing Corporation (LH). In addition to the previously revealed Gwangmyeong and Siheung districts, speculation suspicions were also found in the planned areas of the 3rd new towns such as Goyang Changneung, Namyangju Wangsuk, Gwacheon Gwacheon, and Hanamgyosan.

Prime Minister Jeong Sye-gyun made this announcement while presenting the results of the joint government investigation through a briefing at the Seoul Government Complex in Gwanghwamun that afternoon.

In this investigation, the government announced that it confirmed a total of 20 suspects of speculation, including 13 cases of speculation suspicions raised by the existing Minbyun and the Participatory Solidarity. Land transactions were mainly concentrated in the Gwangmyeong and Siheung districts, but suspected cases of speculation were also found in other 3rd new cities. Goyang Changneung, Namyangju Wangsuk, Gwacheon Gwacheon, and Hanamgyosan.

By region, Gwangmyeong Siheung was the largest with 15 people. A new suspected case of speculation was revealed in the order of two people in Goyang Changneung, one in Namyangju Wangsuk, one in Gwacheon and one in Gwacheon, and one in Hanamkyosan. By type, there were cases where one person purchased eight parcels, and there were cases where LH employees and acquaintances purchased jointly. In particular, in the case of Guarim-dong, Siheung-si, it was found that there were cases where 22 people, including 4 employees, purchased jointly in one lot.

By purchase period, 19 lots of land were purchased from two years before the date of the announcement of the district designation. From the date of announcement ▲3 cases 6 months ago ▲8 cases 1 year ago ▲8 cases 2 years ago ▲2 cases within 3~5 years ▲1 case after notification.

The areas subject to this survey are 6 new towns in the 3rd phase and 2 housing sites with more than 1 million square meters. The new cities are Namyangju Wangsuk, Hanamgyosan, Incheon Gyeyang, Goyang Changneung, Bucheon Daejang, Gwangmyeong Siheung, and the residential lands of Gwacheon Gwacheon and Ansan Jangsang.

The survey targets a total of 14,348 employees, including 4509 from the Ministry of Land, Infrastructure, and 9839 LH. Among them, one of the Ministry of Land, Infrastructure and Transport and 28 LHs did not submit consent, so they were left out of the investigation until the 10th. The government announced that it is planning to promptly investigate and announce that the collection of consents has been delayed for one of the Ministry of Land, Infrastructure and Transport and 25 LHs after 10 days.

In this survey, the government looked at the status of land transactions from December 2013 when the candidate site for the 3 city new city was announced. To this end, the government received consents to provide personal information to the Ministry of Land, Infrastructure and Transport and LH employees, and secured the transaction details through the real estate transaction management system. After that, the land ledger of the National Territory Information System was searched and verified.

In addition to land transactions, the joint investigation team also investigated a total of 144 people (25 from the Ministry of Land, Infrastructure, and 119 LH) who owned houses in the third new town development district and adjacent areas. However, most of the apartments and villas were buildings in existing urban areas such as Haengsin-dong in Goyang City, Deokpung-dong in Hanam City, and Dasan New Town in Namyangju, the investigation team explained.

Meanwhile, Prime Minister Chung announced that he would replace the investigation into the spouses and direct existence of the Ministry of Land, Infrastructure, and LH employees, previously mentioned as the subject of a thorough investigation, with the investigation by the Special Investigation Headquarters. It seems to be the result of acknowledging the point that the time may be delayed receiving the consent to use of personal information of those estimated to reach up to 100,000 people.
