In Telegram’s’Park Sabang’, the so-called’buta’ Kang Hoon (19), who helped the operator Jo Joo-bin (25), who participated in the production and distribution of sexual exploits, filed a lawsuit asking for the cancellation of the disposition of personal information disclosure, but the court did not accept it.

The 11th administrative division of the Seoul Administrative Court (Deputy Judge Park Hyung-soon) ruled on the defeat of the plaintiff in a lawsuit filed against the head of the Seoul Police Agency on the 15th, asking Kang to revoke the disposition of disclosure of the suspect.

Kang-gun was prosecuted in May of last year on 11 charges including the production and distribution of pornography, forced harassment, coercion, and intimidation under the Youth Sexual Protection Act, and has since been charged with the organization of criminal organizations.

In September-November 2019, he conspired with Jo Joo-bin and threatened 18 victims, including seven children and adolescents, to film and produce sexual exploitation videos, and to sell and distribute them on Telegram for commercial purposes.

In addition, Yoon Jang-hyun, 72, who was tried for violating the Public Official Election Act, approached the former mayor of Gwangju and was charged with receiving a total of 10 million won twice, saying that he would receive a favorable result while pretending to be the judge’s secretary.

Earlier, the Seoul Police Agency decided to disclose personal information such as the name, age, and face of Kang, who was arrested for violating the Sexual Protection Act of Children and Adolescents in April of last year. In response, Kang filed a lawsuit asking for the cancellation of the disposition of personal information and an application for suspension of execution, and the court rejected the application for suspension of execution.

The prosecution sentenced Kang to 30 years in prison last month in a decision trial. The sentence for Kang-gun will be held on the 21st.
