Dokdo is Dokdo-ri, Ulleung-eup, Ulleung-gun, Gyeongsangbuk-do. For this reason, when the Japanese government asserts its sovereignty over Dokdo, Gyeongsangbuk-do is actively protesting against it.

According to Gyeongsangbuk-do, the defense white paper reported by the Japanese Ministry of Defense to the State Council stated that “the territorial issues of the northern territories (four islands of the Kuril Islands) and Dokdo, which are Japanese native territories, are still unresolved.” Dokdo is included in Japan’s Exclusive Economic Zone (EEZ), and Dokdo is marked as its own airspace on the map of the neighboring countries’ Air Defense Identification Zone (ADIZ). It was the 16th year from 2005 to last year that Japan’s defense white paper alleged Dokdo as its own territory.

Gyeongbuk-do has consistently issued Dokdo Honorary Resident Cards to strengthen its sovereignty. As of October last year, the number of honorary residents of Dokdo reached 60,000. It has been 10 years since the issuance of the Dokdo Honorary Resident Card (beginning in November 2010). The issuance of a Dokdo resident card, which means that he has become an honorary resident of Dokdo, can be applied by domestic and foreign visitors who have landed on Dokdo or made a trip to Dokdo more than once by boat.
