The government plans to simplify the social distancing steps by level of spread of the novel coronavirus infection (Corona 19), and officially reflect the content that regulates private gatherings. Instead, the quarantine guidelines for workplaces are partially relaxed.

In the 4th stage, the most serious level of the new distance system divided into 4 stages, up to 4 people can gather before 6pm, but after that it is limited to 2 people.

The Ministry of Health and Welfare’s Central Accident Control Headquarters (Jungsubon) unveiled a draft reorganization plan containing the same details at a public hearing on social distancing held at the LW Convention in Jung-gu, Seoul on the afternoon of the 5th.

First of all, the separation of the distance steps will be changed from the previous five to four of the’inhibition stage (1st stage)-local epidemic/personnel restriction stage (2nd stage)-regional epidemic/meeting ban stage-pandemic/out-going ban stage’.

As a standard for classifying the stage, ▲ the average number of patients per day per 100,000 population, ▲ bed capacity for critically ill patients ▲ infectious reproductive index (R), the rate of cases in the investigation of the infection route, and auxiliary indicators such as the management rate in the quarantine network are used.

On a weekly average, if the number of new confirmed cases per 100,000 population per day is less than 0.7, it goes to step 1, if it is 0.7 or more and less than 1.5, it goes to step 2, if it is 1.5 or more and less than 3, it goes to step 3, and if there are 3 or more, it goes to step 4 Each is set to. In addition, when the regional intensive care unit is filled with more than 70%, step 3 will take effect, and if the national intensive care unit is filled with more than 70%, step 4 will take effect.

The quarantine guidelines in step 4, the most serious step, have been greatly strengthened compared to the previous system. First of all, up to 4 people can hold a private meeting before 6 pm, but after that, no more than 2 people can gather. In addition, events in which people gather is prohibited at all, and only one-person demonstrations are allowed. In the nationwide pandemic stage (stage 3), the most serious stage of the existing distancing system, only meetings and events with 10 or more people gathered were regulated.

In phases 2 and 3 of the new distancing system, private gatherings are limited to 8 and 4, respectively. The scale of the event and assembly should be less than 100 at the time of entry into force in the second stage and less than 50 at the time of entry into force in the third stage.

The strengthening of sanctions against individuals who violate the quarantine guidelines is also a feature of the new social distancing system. Individuals confirmed for violating the quarantine rules may be excluded from support for living expenses. It plans to set up a procedure for individuals and organizations that lead to group infection, and impose fines for negligence, while also claiming the right to constitute social costs.

Instead, as the business disruption period is approaching a year, there is also an attempt to relieve the breath of self-employed people who are complaining of difficulties. First of all, the number of confirmed cases per day entering the highest stage, stage 4, has been increased from 800 to 1,000 to 1500. Even at the highest level, group bans are not enforced in most business locations except for clubs, hunting pots, and sensational pubs.

However, for businesses that violate the quarantine guidelines, a two-week group prohibition order is imposed along with a fine for negligence, and if it leads to a group infection, various compensations including disaster subsidies cannot be received.

The government will review the discussions at the public hearing on this day and propose a final reorganization plan by the end of this month.
